“We will respond to rude, often clumsy, external restrictions, to the destruction of all civilized rights and agreements, to attempts to isolate us with greater freedom of entrepreneurship, openness to honest partnership, respect and reliable protection of owners and conscientious investors,” the president said.
The solution of these problems requires the direct participation of legislative bodies at different levels, including at the regional level, he noted.
“I ask you personally, directly to work with the heads of municipalities and enterprises, with businesses, NGOs, labor collectives, to help them resolve problems that arise,” Putin said.
As a result, it is necessary to come up with additional, systemic support measures, Putin pointed out. Addressing the Federation Council, he also called on the parliamentary parties to work in solidarity and be "in direct contact with the people."
“It is important for all people to give time and attention to everyone. Respond if you are asked for help and protection,” the president said.

Since the end of February, Western countries, including the US , UK, EU and CANADA, have imposed several packages of sanctions against Russia. The restrictive measures affected the financial sector, including the reserves and assets of the Central Bank, a number of sectors of the economy, officials, politicians, businessmen and top managers of Russian companies. Following this, dozens of Western companies announced the suspension or termination of work in Russia, including manufacturers of equipment and machinery, general consumer goods, clothing, cosmetics and personal care products.
Presidential spokesman Dmitry Peskov said that the United States, the EU and their partners cannot isolate any country, especially one as large as Russia, with the help of sanctions.
Later, the Russian authorities announced measures to support the economy, which include a moratorium on inspections of individual entrepreneurs and small businesses until the end of the year, tax preferences and other relief for IT companies, the possibility of obtaining credit holidays for citizens and representatives of small and medium-sized businesses.
Support will also be provided to representatives of the telecom industry, housing developers (they will be allocated 35 billion rubles to subsidize loans), in the near future it is planned to launch a set of measures to support commercial housing, which include shopping malls and business centers.
