The Basmanny Court of Moscow decided to arrest Andrey Ozerov, the former head of the board of directors of Aksonbank and a member of the State Duma of the sixth convocation (2011-2016) from the Just Russia faction, who is suspected of involvement in embezzlement on an especially large scale. It is reported by TASS.

“In relation to Ozerov, a preventive measure was chosen in the form of detention for a period until June 13,” the agency quotes the words of an employee of the press service of the court.

As part of this case, the court also sent Elena Ivanova, a businessman from Kostroma, Vasily Tokhsyrov, general director of Prommetall LLC from Kostroma, and Alexei Semyashkin, general director of Korvette LLC, under arrest. They will be under house arrest until June 13.

As TASS notes with reference to sources, the defendants in the case are charged under Part 4 of Art. 160 of the Criminal Code of Russia, and the amount of damage is estimated by the investigation at 500 million rubles. Investigators believe that the persons controlling Axonbank “made payments for the use of the trademark and domain name in an inflated amount” and in their actions there are signs of transactions aimed at the withdrawal of assets.

The Central Bank revoked the banking license from Aksonbank back in September 2018. Then the regulator said that the business model of LLC CB Aksonbank "was of a pronounced captive nature - the main activity of the bank was the financing of wholesale and retail organizations associated with the business of its owner."

According to the Central Bank, 80% of the bank's corporate loan portfolio is formed by the debt of companies associated with the owners. “At the same time, in fact, the only source of funding for these investments of the credit institution was funds raised from the population,” the Central Bank noted.

The regulator said that the owners of the bank "withdrew from resolving the problems that have arisen and are not going to restore the normal activity of the credit institution."

A year before the revocation of the license, the Central Bank applied supervisory measures against Aksonbank seven times, including prohibiting it from attracting deposits from the population.

CB Aksonbank LLC is a small regional financial institution registered in Kostroma. The sole owner of the bank is Andrey Ozerov, a member of the State Duma of the fourth convocation from A Just Russia and chairman of the board of directors of the bank. The main activities of the credit organization are servicing small and medium-sized businesses, lending and attracting funds from individuals in deposits. The bank's branch network is represented in five cities of Russia, the largest number of branches and ATMs is in the "home" region.

The bank was established at the end of 1990 under the name of CB Kostromabusinessbank LLC. In 2003, Axon Holding became the owner of 100% of the bank's authorized capital, after which the credit institution was renamed into LLC CB Aksonbank. Since October 2013, it has been a member of the deposit insurance system.
