The issues of developing the agricultural industry and increasing its efficiency, ensuring a good harvest and, as a result, economic stability have always been a priority. Moreover, working for results is a mutual effort of many departments and services, and not the responsibility exclusively of employees of agro-industrial complex enterprises. That is why, with the beginning of the sowing season, more attention is paid to agriculturelaw enforcement officers , for which mobile groups are created, which include employees of units for combating economic crimes, law enforcement and prevention, as well as traffic police. Their task is to monitor the serviceability of equipment and its safety on the road, the safety of property and theft prevention, and compliance with labor discipline. BELTA correspondents attended one of these preventive events.

The place of work of the next mobile group is the mechanical yard of Zarya Agricultural Plant CJSC. This is the very heart of the organization, where almost all technical resources and material assets accumulate. Together with the management of the enterprise, law enforcement officers make a round, paying attention to individual problematic issues. The task of both parties is to do this , so that there are fewer violations, on the principle of helping, not punishing.
According to Denis Lugin, senior investigator for particularly important cases of the Department for Combating Economic Crimes of the Internal Affairs Directorate of the Mogilev Regional Executive Committee, the work of law enforcement officers at agricultural facilities began at the end of February. Workers were created on the ground. groups that carry out a complex of operational investigative and preventive measures. Their task is to ensure the quality of the sowing campaign, including identifying and preventing crimes in the agricultural sector, and preventing mismanagement, improper condition or understaffing of agricultural equipment. “Today, law enforcement officers have checked in agricultural organizations. all equipment, which is more than 23 thousand units,” noted Denis Lugin. - We were interested in its condition and safety. IT is important that the managers of agro-industrial complex enterprises also take measures for its timely repair and fully engage in spring field work. In the future, we draw up information letters indicating the identified violations and send them to agricultural organizations and district executive committees. If our comments are not resolved, the regional executive committee gets involved in resolving the issue. Administrative responsibility is also provided." This form of interaction and assistance has proven itself well, because local authorities do not always get to the problematic issues that law enforcement officers point out. Thanks to regular monitoring, there is a positive trend in all areas - for example, the number of faulty equipment.

“During this sowing campaign, 15 crimes have already been identified - mainly the theft of fuels and lubricants, spare parts for agricultural machinery, as well as grain and feed,” said Denis Lungin. “Everything subsequently returned back to the farms. This is a very important and necessary work, which disciplines people and allows for sowing on time and without losses. The future harvest will depend on how we sow today and whether we meet the required agrotechnical deadlines. Today, we - farmers, law enforcement officers, and the executive branch - must jointly ensure food supply. security of the country."Senior inspector of the Department of Law Enforcement and Prevention of the Public Security Police of the Internal Affairs Directorate of the Mogilev Regional Executive Committee, Alexander Tomashov, has been participating in raids on agricultural enterprises for the third season. “From year to year, the problems remain the same, but a positive trend is generally visible,” he notes. “For example, one of the areas of prevention concerns labor discipline: there are fewer guards who are in the workplace in a state ofAlcohol intoxication or are completely absent during working hours for unknown reasons. The preventive work carried out really influences the minds of people and gradually disciplines them. Everyone is interested in the overall result, and first of all, managers." The technical condition of storage premises is monitored in order to point out those points that may contribute to theft. Attention is also drawn to shortcomings in technical equipment - of course, it is recommended to install video surveillance at agricultural facilities in order to to further suppress offenses and crimes.

Another area of ​​work is closed by traffic police officers: this is checking vehicles and the condition of drivers, road safety. A wave of the baton - and a powerful and high-performance tractor RSM-3435 with an APK-9 unit stops at the entrance to the mechanical yard. technician - machine operator Vitaly Bury, who has been working on the farm for 15 years. “The main requirements for a machine operator are to be sober, have all the documents in hand, including a license and a completed waybill,” he says. - Every year control is only strengthened, and such inspections are needed - all this improves the quality of work, fewer offenses occur. This does not interfere with working, on the contrary, it gives more discipline: you yourself are carefully watching the equipment, because everything should be lit and blinking. This is your own safety. Control is needed, anything can happen, and no one ruled out the human factor. Inspectors stop, point out deficiencies, and we promptly correct them. Moreover, they are not trying to punish us, but they help and suggest what and where we can fix it."

Senior inspector of registration and examination activities, technical and road supervision of the State Traffic Inspectorate of the Internal Affairs Directorate of the Mogilev Regional Executive Committee, Alexey Leontyev, notes that the task is to ensure the technical condition of vehicles is checked and they are released for line. “Agricultural machinery must move on public roads in compliance with traffic rules,” the law enforcement officer specified. - It must be marked with reflective elements and side lights. In turn, drivers are allowed on the line only when sober, which requires pre-trip medical examinations. The main thing is safety. This year, since the beginning of the sowing season, there have been two traffic accidents in the region with mechanical damage involving agricultural machinery, one of which was the fault of an agricultural driver.”
According to Alexey Leontyev, drivers become more disciplined when control comes from two sides - both from traffic police officers and from the management of the agricultural organization. “The chief engineer or mechanic who releases the equipment onto the line must check its condition and make sure that the employee has passed a pre-trip inspection, received a permit and can get behind the wheel. Plus, no one has canceled the regular testing of traffic rules knowledge. There are also inter-trip inspections - they can come directly to the field with a breathalyzer. This approach motivates drivers to worry about themselves and other road users,” he concluded. Deputy General Director of Zarya Agricultural Plant CJSC for crop production, Evgeniy Selyugin, notes that the company does a lot in terms of safety. “First of all, the emphasis is on traffic police officers who constantly monitor agricultural equipment and drivers - they identify disenfranchised people and violators who get behind the wheel in intoxicated,” he shares. - Such checks, along with our internal ones, take place almost daily. In turn, every machine operator and driver is examined using a breathalyzer, and we can check throughout the working day, starting from 6 am. Together with law enforcement officers, we also pay attention to problematic issues such as theft. The enterprise has a fuel control system, so it is difficult to drain even one liter of fuel. Again, we have our own security service, the farm is as closed as possible: you can’t just go into the same mechanical yard or poultry farm. About three years ago we began introducing chips, and now we will introduce a more advanced access system - using fingerprints."
