Today, at the session of the Legislative Assembly of the Krasnoyarsk Territory, amendments to the law “On State Support for the Agro-Industrial Complex of the Territory and the Development of Rural Territories of the Territory” were adopted in two readings.
The bill provides for the improvement of state aid mechanisms for the development of animal husbandry, crop production, as well as the technical, technological and investment attractiveness of the industry.
Thus, the innovations in the law are aimed at ensuring the growth of the production of potatoes and vegetables in the region. “From next year, regional potato and vegetable growers will be able to compensate for 50% of the costs, but not more than 20 million rubles a year, for the purchase of agricultural machinery and equipment,” said Larisa Beletskaya, Deputy Minister of Agriculture and Trade of the region.
In order to increase the number of beef cattle in the northern territories of the region and maintain employment of the local rural population, an increasing coefficient will be applied to the subsidy rate for the maintenance of cows and heifers.
To preserve epizootic well-being in the region, it is planned to purchase and subsequently transfer to regional veterinary institutions three modular slaughterhouses, as well as three modular recycling plants for the western, central and eastern territories of the region.
Breeding work continued in the region. Livestock breeding organizations will be able to reimburse the costs of purchasing laboratory equipment for transplanting farm animal embryos. “The presence in the Krasnoyarsk Territory of its own bank of embryos from highly productive cows will make it possible to obtain herds with certain parameters: along with MILK productivity, cows will be resistant to diseases, have good reproductive qualities, and a longer period of economic use,” Larisa Beletskaya emphasized.
The innovations also relate to support for the payment of the initial lease payment made from January 1 next year for agricultural machinery and equipment. Now the amount of state aid will be calculated based on the amount of sown area. The exceptions are farmers who have more than 50 hectares occupied with potatoes and vegetables in the year preceding the year of support, as well as agricultural producers engaged in pig and poultry farming.
The target use of loans for a period of up to 15 years has been expanded. In particular, for the purchase of technological equipment for FLOUR and cereal enterprises. The measure is aimed at creating new capacities for grain processing and the production of flour, cereals, animal feed and premixes in the region.
About 6.9 billion rubles are provided to support the agro-industrial complex of the Krasnoyarsk Territory in 2022. Of these, almost 5.6 billion rubles are the funds of the regional budget.
