How the program for the integrated development of rural areas, which came into effect in 2020, works can be seen in almost every district of the Chelyabinsk region. Among its activities are gasification, repair and construction of roads, housing, the first rural ski-roller track in the region and a new modern cultural and leisure center. And also - the long-awaited repairs of cultural and social facilities. The Ministry of Agriculture of the Chelyabinsk Region at a meeting with the heads of municipalities discussed the implementation of the program and the possibility of participating in it.
The meeting was chaired by Deputy Governors of the Chelyabinsk Region Stanislav Mosharov and Evgeny Golitsyn. As Evgeny Golitsyn noted, the main strategy for the development of the village, which is determined by the Governor and the Government of the Chelyabinsk Region, is that the life of the villagers should change for the better:
- In the second year of the renewed program, we already see positive results. In this regard, I thank the leadership of all districts participating in its implementation. In addition to the traditional directions - gas, roads, social payments for the purchase of housing, the region has successfully entered the new direction of the state program - "The modern look of rural areas", according to which rural settlements are being improved, and today it is the leader among the regions of the Ural Federal District in terms of the number of projects being implemented. Based on the results of the implementation of the program for the integrated development of rural areas in 2020, the Chelyabinsk Region was among the 10 winning regions, and the Kizilsky District was awarded the Gold Medal of the All-Russian Exhibition "Golden Autumn" for the effective management of social programs.
As Aleksey Kobylin, Minister of Agriculture of the Chelyabinsk Region, noted, 120 families have improved their living conditions over the two years of the new program. In 2020, 50.3 km of gas distribution networks were built in six districts, more than 23 km of roads. This year a motor road will be built in the Krasnoarmeisky district. In the direction of "Modern appearance of rural areas" in 2020, 4 districts worked in the program - Uvelsky, Kizilsky, Uisky, Nagaybaksky. As a result, they overhauled 4 clubs, 5 sports facilities, including a spacious new school sports hall built in the village of Nagorny, a football field that meets the most advanced standards in the village of Kizilskoye, a bus and a car for the social sector were purchased, and gas was supplied to residential buildings in two villages. A large modern cultural and leisure center has been erected in the Uvelsky district and will soon open. In Fershampenoise, at the suggestion of residents, the first rural ski-roller track in the region was built: the local park was landscaped, where now residents can not only walk and relax, but also go in for sports on a new specially equipped track.
In 2021, projects for the development of rural agglomerations are being implemented in the Uvelsky, Kizilsky, Bredinsky and Verkhneuralsky districts, repairs of cultural centers, gyms, kindergartens and schools continue. A library and two village clubs are already opening in the Kizilsky district after a major overhaul. The projects of four districts have already passed the preliminary competitive selection at the Ministry of Agriculture of the Russian Federation to participate in the program in 2022.
Deputy Minister of Agriculture of the Chelyabinsk Region Evgeny Nedbaylo, who is in charge of the implementation of the program for the integrated development of rural areas, informed the heads of municipalities about the requirements for preparing projects for participation in the competitive selection of the Ministry of Agriculture of the Russian Federation, about the areas in which it is necessary to tighten work both at the regional and national levels. municipal level to intensify design and application work. Each project is a real opportunity for municipalities to improve the quality of life in the countryside; the state will add another 90% of funds from the federal and regional budgets to the funds of local budgets and investors for their implementation.
