Subsidies for some farmers may be reduced by 30% next year

The Ministry of Agriculture in 2022 is ready to reduce the amount of subsidies to some subjects of the Russian Federation due to the low level of bringing them to the final recipients. In mid-May, out of 132 billion rubles. only 19% reached farmers, and in some regions - less than 10%.

In the regions, changes in regulatory documents, as well as the weak interest of the farmers themselves, are cited as the reasons for the situation.

Penalties in the form of a reduction in stimulating and compensatory subsidies for crop and livestock production will affect regions that by July 1, 2021 will show low cash execution to bring support measures to producers. This was stated by Deputy HEAD of the Ministry of Agriculture Elena Fastova.

Among the regions at risk are Rostov, Belgorod, Tver, Kurgan regions, Krasnodar and Primorsky territories, Dagestan and Ingushetia.

According to the DIRECTOR of the Fruit and Vegetable Union, Mikhail Glushkov, delays are most often associated with a long procedure for preparing the regulatory framework, changes in subsidy rates, or errors in planning and shaping regional support approaches.

In practice, producers receive subsidies at the end of the year, although the regions receive funds at the beginning, which reduces the effectiveness of support measures.
