Expertise approved the project for the construction of a waste sorting complex

Deputies of the Perm City Duma approved a draft decision on the free transfer of land in the Frolovsky rural settlement to the ownership of the region. It is planned to build a waste sorting complex on it.

In addition to the 8.9-hectare land, the region will own an auto-weight station with a canopy (weight control module for transport), as well as a road to the municipal solid waste (MSW) landfill near the village of Sofrony.

As Igor Subbotin, deputy head of the Perm administration, said at a meeting of the Perm City Duma, a positive expert opinion on the construction of a waste sorting complex and a membrane composting zone has been received. 42 million rubles were spent on the design. The work is being carried out within the framework of the approved concession road map for the construction of an ecotechnopark.

It is assumed that the concessionaire for the construction of the ecotechnopark at the site will be the federal operator of MSW PPK Russian Ecological Operator (REO). The Perm Territory will become a party under the agreement. Investments are planned in the amount of 2.95 billion rubles.

The landfill itself will remain the property of the municipality and will continue to operate.

“The next day after the transfer, the road and the truck with a canopy will be transferred to the housing and communal services department. The purchase of new equipment is not required. Upon completion of the construction of the road section, the newly built road and the waste sorting complex will be transferred to the local government. The amount of shortfall in income will be compensated as part of the implementation of the roadmap. The transfer of the land plot will increase the profit of MUP Polygon and return part of the funds to the budget,” said Igor Subbotin.

Arsen Bolkvadze, a member of the Perm City Duma, clarified the timing of the project. According to the design and estimate documentation, it will take 2 years and 5 months to implement the project. The draft concession agreement with REO stipulates a period of 16 months. He added that the project will be completed by 2024.

The production capacity of the enterprise will be 300 thousand tons of waste per year. MUP "Polygon" for this period generates 250 thousand tons of MSW.

The deputies unanimously supported the draft decision on the transfer of the site to the ownership of the region.
