November 25, Gomel. The Gomel region has everything that is necessary for the development of the agro-industrial complex, you just need to get together and start working. This was stated by President of Belarus ALEXANDER LUKASHENKO at a meeting in Gomel on the development of the region's agro-industrial complex, BelTA has learned.

The HEAD of state has repeatedly announced a serious male conversation on this topic earlier. I talked about this back in August of this year. So the local vertical of officials and heads of enterprises had enough time to prepare and work out all the issues in detail, to try to eliminate certain shortcomings as much as possible. On the other hand, holding such a large-scale event with the participation of all those responsible for the agro-industrial complex of the region during the harvesting and active phase of autumn field work would be irrational in terms of distracting personnel. Now it is time for everyone to get together and objectively look at the existing problems.

There are several reasons for Alexander Lukashenko's special attention in the Gomel region. This region, and not only in terms of agriculture, is traditionally under the special control of the President, since it was the Gomel region that took the brunt of the consequences of the disaster at the Chernobyl nuclear power plant. For decades, the state has invested in the social sphere, supported the agro-industrial complex, realizing that even in such a situation it is impossible to abandon this land, and in most territories people can live and work normally without harm to HEALTH.

Secondly, it is the Gomel region among the regions of Belarus that is more susceptible to the consequences of climate change, and especially in recent years there has been a serious shortage of precipitation. Comparatively poor soils are added to this, where, without the use of intensive technologies and strict discipline, one cannot, in principle, count on any acceptable result.

If all of these facts are objective, then the subjective ones include how people work in the field and perform their tasks. And here practice shows that there are serious, to put it mildly, shortcomings. If these can be attributed to numerous facts of mismanagement, facts of distortion of reporting and even banal theft.

All together, this led to the fact that, with a general plus in agricultural production in the context of the country, the Gomel region, on the contrary, is minus and in most positions in the agro-industrial complex is in the tail of the republican rating. This was discussed in detail in their speeches by the Minister of Agriculture and Food Igor Brylo, Deputy Prosecutor General Maxim Voronin.

Igor Brylo

But the chairman of the Gomel regional executive committee and the former head of the Ministry of Agriculture and Food Ivan Krupko, on the contrary, made a quite optimistic report and talked more about plans for the future. True, there were discussions about whether all of what was voiced would really be able to be fully implemented. However, the head of the region objectively recognizes shortcomings.

There were enough tough moments in the performance of the head of state during the more than three-hour conversation. Alexander Lukashenko made it clear to everyone that such a situation is simply unacceptable in the future. However, things could have been much tougher. That is why the results of the meeting can be called a second chance for the entire vertical of the region, and especially for industry workers. And the heads of enterprises, who were also present in the hall, should lower this tension down to ordinary workers. Moreover, there are positive examples in the region when an exclusively masterly approach and strict discipline make it possible to overcome all the above difficulties. For example, in the Otor farm in the Chechersk region, which is headed by Tatyana Struk. Alexander Lukashenko asked her to share the secret of success with the participants of the meeting and tell what needs to be done in the agro-industrial complex of the region. “The truth and nothing but the truth! Like in COURT. Tell me frankly what needs to be done in the Gomel region in your own words so that they don’t have such a conversation as today,” the Belarusian leader invited her to the microphone.

“You just have to work. Do your job, love your job, love the land on which we work. And everything will work out,” Tatyana Struk answered first of all. “This is a good topic that they began to teach young leaders. you can’t instill) to be something that is already laid down in the family. This is responsibility, efficiency. " Although she does not deny the influence of the same weather conditions. "We need to work closely with organic fertilizers, give mother earth what needs to be given in order to get a really high yield," the head of the farm said.

Alexander Lukashenko drew attention to the fact that Tatyana Struk spoke briefly about the climate, and everything else about people. "And that's right. People, people, people. In any climatic conditions, these are people. And as for personnel policy, there are no fewer people. They just became too democratized. Sometimes there were hints from the outside. Now we see what this led to. on the other hand: the market will determine everything. But no, comrades, not everything," the President said. "And if we plunged into this market in the mid-90s, we would look sad today. We would have a war blazing today ".

The head of state stressed that, in general, the economy and people are working, although in this case, claims have arisen regarding the agro-industrial complex of the Gomel region.

But things in the agricultural sector of the Gomel region need to be corrected, Alexander Lukashenko said, emphasizing the inadmissibility of a further decline in indicators: “We can’t go any further. I want you to understand this. Organize military discipline (even more than military discipline) in your production. Not done - take action. Act!".

Why is the agro-industrial complex of the Gomel region important, although the country can do without it?

“But there must be order! I emphasize once again: we can do without the Gomel region with your downfall. We have enough of everything, God forbid it all to be sold. It’s a pity for people! there was so much attention… It all went through me,” Alexander Lukashenko recalled, “We decided that there would be a Gomel region, we would save and preserve these lands. But then the devastation and Chernobyl were more in our heads than in these lands. This is us now we understand, after a quarter of a century. And I had to drag you. And dragged, and invested money. "

“Therefore, we can get by financially - with agricultural products and other things. But I don’t want a desert here. I don’t want the remaining people and those who return, who were born and live and work here, to leave tomorrow to look for a better life .Where to go? - said the head of state.

The President stressed that everything he demands is not for him personally, but first of all for the people in the Gomel region themselves. "With your fall, today we have $ 8 billion (even more) only in exports. We will provide people - we will feed them inside and ensure exports without you. I did not come to you today to ask you to add to the country. I cannot admit that the former Chernobyl an area where people supported me more than in my homeland, where I was born, so that you would drive it under the plinth. I will not allow you to do this. I came here for you, and not for the sake of the country! ".

“Therefore, if you put on ties like I did, sit down for this position - give the result!” Alexander Lukashenko called on. "And as long as I have power and you - who came here with me - we will provide what should be in the Gomel region. Think about your children, where will you put them, where will you attach them."

"If I had been lording and resting these years in the country, I would not have asked you," the President stressed.

About performing discipline

During the meeting, various facts of mismanagement, and sometimes elementary failure to fulfill their duties at the level of farms and districts, were voiced, despite the fact that all the necessary management decisions at the top - the relevant ministry and the regional executive committee - were made. "Iron performance discipline! - the head of state demanded. - If the chairman of the district executive committee sabotages instructions - immediately handcuffs and there ...".

Alexander Lukashenko recalled that he had previously instructed the head of the Ministry of Internal Affairs to restore order in the Gomel region on certain issues in the agro-industrial complex, especially with regard to the safety of livestock. "I gave a direct order to the minister: go there and establish revolutionary order there. Prepare for the report. I will ask you iron concretely. I wanted you to shake up our police vertical so that they are also responsible for this. And where did they look? Where is the local did the prosecutor's office look? Prepare a report for me before the new year, take it under control. It's time to answer everyone, and not hide like mice under the plinth," the President said.

He stressed that for the work of the governor it is necessary to provide a "green light". Alexander Lukashenko also recalled his personal experience, when in just a couple of years, at the cost of more efforts, he managed to establish effective work in the former unprofitable economy. "I myself was in such a shoes. He sits and thinks (one of his subordinates - approx. BelTA) that this does not concern him. Guys, he will touch, and how!" the head of state warned.

We are talking about elementary performance discipline. “You were told to register each calf - put it and save it. Well, if it died, reflect it in the reporting. You have been planned a scheme for supplying MILK, MEAT for processing - give what is planned. .

Alexander Lukashenko also warned the responsible officials of the republican level that the identified problematic issues in the agro-industrial complex of the Gomel region should always be in their field of vision, and they would be responsible for this. This also applies to similar moments, which, although not on such a scale, are also found in other regions.

The President recalled that the country, including with his participation, has everything for the development of the agro-industrial complex. Production of modern combines and other agricultural equipment has been created, fertilizers are available, farms are provided with fuel, and so on. Everything else is personnel and discipline.

As for the climate, the President recalled that the country already has good examples of the use of various irrigation systems on farms. And in the Gomel region there are enough water arteries that can be used for irrigation. Let not everywhere, but first of all it is necessary to determine the most promising areas where you can get high yields. Along with reclamation and drainage, there must be a reverse process somewhere in order to get the proper return from farmland.

About intermediaries, underwriting and corruption

Alexander Lukashenko once again reminded of the inadmissibility of unreasonable mediation, especially when working on the domestic market in a small compact country. He offered assistance if someone would like to create their own distribution network, open a store. The same is true in the foreign market - there you need to strive to work first of all yourself. "What kind of intermediaries? The market is behind the fence in RUSSIA. Bring it in, sell it yourself. Or create your own structure - a trading house and so on," the President emphasized. there is a deputy prime minister who is doing this."

The head of state emphasized that the demand for unreasonable mediation would be the toughest: "You don't have to go and see how they work. If you see a mediator, go there (we are talking about responsibility. - Approx. BelTA)."

The same is true for subscriptions. “How much can we talk about the discipline of personnel? Why are you doing these postscripts? Well, they attributed that they didn’t plow 200 hectares, but 250. It’s bad, but it’s not a disaster. people for these postscripts - this is banditry in the highest degree. And we must finish talking about this today. All over the country. Otherwise, the demand will be the same as in terms of pricing," the Belarusian leader stressed.

"There will be no forgiveness for this. You are pushing me to make the wrong decisions if the statistics are distorted," he added.

Alexander Lukashenko stressed that he reacts to this not because otherwise "we could lose the country." "It all starts with this - because of this carelessness, because of irresponsibility. Not a single state has such licentiousness and so-called democracy," he said.

The President does not want Belarusians to live in a foreign land and be considered second-class people. “And today we have an ideal chance to stake out our independence. In difficult times. But, as Tatyana correctly said here, we need to do our own business. I don’t demand anything extra from you - only my own business,” the head of state noted.

“As for crime and corruption, guys, don’t be offended. I can’t help. Yes, I pardoned a lot and freed people, but it’s through myself. Let’s agree: this is the last conversation in the country today about the crimes that the deputy spoke about here Prosecutor General. This is the last conversation," Aleksandr Lukashenko warned. "Believe me, there is no problem in catching everyone involved in these crimes. You know what will happen. Do not put yourself under the knife. We will not allow any corruption in prosperous Belarus."

On the conditions of support for the Gomel region

The head of state does not refuse some support to the Gomel region, but they will do it, counting the resources, so that there are no distortions. “I said at the very beginning: we will help the Gomel region in 2023 as much as we can. Of course, we could satisfy everyone now. But I don’t want to do it at the expense of others. There are also enough problems there. ", the President said.

In particular, he recalled that, given the current situation, we need to think about funds for defense and security. “Here I am running around, looking at what else needs to be done so that they see that it is better not to mess with us. Therefore, there is where to put the money,” said Alexander Lukashenko.

Therefore, one of the conditions for support is unconditional security of equipment. To do this, all the appropriate conditions must be additionally created as soon as possible. “But God forbid you buy and throw a tractor under a fence or somewhere in a wilderness. There should be a machine yard, there should be workshops, a maintenance point,” the President said. He noted that there are enough examples of such objects throughout the country, and they can simply be copied.

"If this does not happen, it will simply be considered a crime. This applies not only to the Gomel region," the Belarusian leader stressed.

Safety is not only proper storage, but also proper operation, timely maintenance of equipment. The President is confident that modern tractors cannot be written off after 8-10 years of operation. "Minimum 15-18-20 years. Take care of these tractors, equipment. I have given instructions to specialized enterprises - those who produce equipment. Determine points, take this equipment there (if you have worked for 10 years), we will restore it. And half the cost will be, well, 70%. But it will be like new. We must take care of it. We must treat it like a peasant," the head of state urged.

The same applies to the maintenance of dairy farms, grain drying facilities, ensuring the safety and conditions of livestock - everything should be in order.

Alexander Lukashenko noted that he, among other things, had doubts about the feasibility of the plan for development in the agro-industrial complex worked out in the Gomel region for the coming years. But he proceeds from the fact that these are not imposed figures, and the leadership of the region assumes these obligations. “You yourself have developed these proposals. There is no other way out. This is the path. We must tear and throw in order to achieve these successes. We will help in any way we can. I set out the requirements, you will receive incredible attention from me,” the President said.

About "carpets": housing and salaries

Alexander Lukashenko assured that the state would provide assistance in the housing issue. "I understand that without people there will be no sense. Housing binds. Now the government is developing approaches: for the military, civil servants, large families. And rental housing for collective farms, enterprises and others," the President said.

At the same time, the main task is to reduce the cost of construction, to make such housing affordable. As an option - modern construction technologies, which were recently reported to the head of state during a visit to the village of Kokhanovo in the Vitebsk region, where an enterprise in the field of wooden housing construction is being created. Moreover, a number of decisions have recently been made and instructions given to reduce the cost of timber.

“With the tightening of personnel discipline, we need some kind of gingerbread. Therefore, we will help with housing. And we must deploy this from next year. Somewhere, maybe someone wants to build it himself. at the beginning of the year, timber prices jumped to sky-high heights, and there are so many windbreaks lying around in the forest ... And, moreover, a good forest. Well, it’s dying, but we don’t give it to people. It seems that the government has taken some step there," the head of state noted.

“Starting from next year, we will expand this program widely. But tough: if you work, you live, if you don't work, be healthy. No privatization,” Aleksandr Lukashenko added.

The second direction is to ensure decent wages, especially for specialists who are in demand and in short supply in the countryside, building an effective scheme for their work not only within individual farms, but also at the district level. "Leaders must take their heads in their hands and make up their minds," the President said.

“And the machine operator needs to be paid not only for the harvesting campaign. Of course, in winter his salary will be lower. But he must understand that you can live for it. But if I repair it, the equipment will be normal, I will get mine for sowing, harvesting, forage harvesting - continued Alexander Lukashenko. - That is, without housing, without a salary, even if you die, nothing will happen. "

The President also recalled the approach when industrial enterprises in cities take agricultural production under their wing and provide them with this or that assistance. This approach will continue to be practiced. Alexander Lukashenko recalled that the logic in this case is simple: "you sucked people out of the village, and now you need to help." But in this regard, everything must be done subtly, not stupidly, he warned.

"It is necessary to solve the issues that lie on the surface, not forgetting about the strategy. But if you step over the rubble of issues that lie on the surface, you will not solve the strategic ones," the head of state is sure.

Why is money not important?

Yury Shashko, DIRECTOR of the Institute of Soil Science and Agrochemistry, spoke about the directions for the development of agriculture in the Gomel region, taking into account climate change. Warming has indeed taken place in recent years, and precipitation is uneven, droughts occur, which complicates the work of the crop industry. "We objectively cannot change these factors. We can only adapt to them. First of all, by optimizing the structure of sown areas, selecting more drought-resistant crops and varieties, and improving the organization of technological methods."

In this regard, the scientist presented specific recommendations that will be useful to farmers.

Among the speakers was Alexander Lyakhov, General Director of Belorusneft. The company, in addition to the oil sector, has in its structure and agricultural production. On the one hand, this is an example of the support of the agricultural sector by industrial enterprises, as the President spoke about, on the other hand, it is an example of how to work on the land in the conditions of the Gomel region. And the money invested here is far from a decisive factor.

Alexander Lyakhov

The farm is engaged in poultry farming, and there is a program for its development until 2025. "We started working systematically in 2005. There is practically no single year when new facilities are not introduced," said Alexander Lyakhov. The project was treated not as an addition to the main activity of the enterprise, but as a full-fledged new direction. "We started with 9,000 tons of meat and ended up growing almost 40,000 tons of meat or more," he presented the results of the work.

This is not only and not so much an investment of financial resources, but the main thing is the observance of technologies, the industrial culture of production. “This is what we gave to this enterprise. And it gave good opportunities for this enterprise to work,” the general director said.

Currently, the farm is showing positive dynamics, this year the farm has received a record grain harvest, which made it possible to fully provide itself with feed of its own production. At the same time, much attention is paid to import substitution, creating conditions for the localization of feed production.

Alexander Lukashenko noted that this is one of the examples. “Besides, I want to warn you. Some may have an opinion: this is Lyakhov, this is oil , what’s there ... he’s a penny from there - here, he has money, so he created such beauty. You must understand that there was an order to do this, tearing this money from the state. I could easily take this money to the budget and use it there for defense needs, somewhere else. This is a state enterprise that was instructed to create this beauty. case, poultry farming should develop and what results should be,” the Belarusian leader said.

Secondly, the head of state agreed, the money invested is not the most important thing in the result: "This is due to technological iron discipline. If it were not there, it would collapse in a few months."

“The beginning, yes, it was hard,” Alexander Lyakhov confirmed.

"Therefore, technology is the main thing. It's not about money. You also receive a lot of money in the Gomel region. But there is no result. Why? Because there is no responsibility of personnel, there is no ordinary discipline, labor discipline and technological discipline. That's all. They did it," - focused the attention of the President. - That's all climate change. And when they talked about crop areas, climate change, and so on, I did not perceive this with skepticism, but I thought a little about something else. If you think and gasp and groan that our climate has changed, and here we need to make a revolution only for this reason, you will not do anything. We need to think about this - about the observance of technology."

In this regard, business leaders have a role to play. “They must create such conditions for these watchmen, milkmaids, machine operators and others, so that everything creaks, but works. Here's an example,” Alexander Lukashenko said.

On the role of the current generation

In conclusion, the President urged everyone to do everything in their power to achieve the best results and resolve problematic issues: “Let's do our job with dignity. Listen, well, not poor business leaders. Yes, it’s hard. and so on. We just need to work. So that we won’t be ashamed later, when we retire with you. So that it doesn’t hurt that we could do something, it was in our hands, but we didn’t do it, we left it to be done in our children at best. But I recently said: our children will not do what we can do. They are different. And there is some charm in this too. The world goes on, develops. Each generation must do its job. Let's do it No one will do it for us."

Alexander Lukashenko stressed that the situation is not easy and "they are snapping their jaws around." "If we stumble, that's all. We deserve it, if we stumble. But why are the children to blame!?" he stressed.

The President noted that now, and this is noticed in the media, much of what he spoke about 10-15 years ago is coming true. And the current demands of the head of state are related to the fact that "the issue of our survival is a big deal" so that the children of the current generation of Belarusians do not go under someone's whip in the future.
