Borisovsky district is one of the largest on the map of MINSK region. But not only geographical boundaries give it special significance. Today, this large industrial center attracts the attention of both potential investors and ordinary citizens who dream of living in a cozy city with a developed infrastructure. The results achieved and the priorities for the further development of the region were discussed with the chairman of the Borisov regional executive committee, Nikolai Karpovich.
– Nikolai Nikolaevich, you have been at the helm of the Borisovsky district for a year now. Share your impressions about the people who live here?
- Borisov residents have the same qualities as all of us, Belarusians in general. First of all, it is kindness and hard work, as well as devotion to their homeland. Local residents are guided not only by their own interests, but also by the public. For example, they are making a lot of effort to improve the city. In many courtyards, flower beds were planted and grown, including by our townspeople. This is not surprising, because everyone wants to live in a modern and comfortable city. Only together and together we can make the Borisovsky district even more beautiful and comfortable.
– During your work in Starodorozhina, you managed to organize the work of all services. So much so that last year there were isolated cases of citizens turning to you, because everything was decided at the level of deputies.
- I actively apply this practice in the Borisov region. At the moment, not a single appeal of citizens is left without attention, including mine. Specialists deal with each question received, as well as a complaint, a request. So that a person does not have to turn to higher authorities, it is necessary to solve the problem at the local level. This is the most important assessment of our work. Another thing is that often people tend to get, for example, to an appointment with the chairman of the regional executive committee, bypassing the district level. This is not always justified, later it turns out that the issue can and should be resolved on the spot.
- Due to the developed production, the Borisovsky district has always had a reputation for being economically stable. How does the industry live today?
- I must say that the share of industrial products in the volume of the Minsk region today is over 17%, and in revenue - more than 11%. These are very significant figures. In the language of numbers, the success of the region looks like this: in the first quarter of 2023 alone, our production workers produced products worth 1.3 billion rubles. This allowed enterprises to increase their income and improve financial and economic performance. Compared to the same period in 2022, revenue grew by almost 1.5 times, and net profit - by 2 times. As you can see, our bar is seriously overstated, and we have no right to lower it! Western sanctionsopened up new opportunities and markets for us. Due to this, we intend not only to increase production volumes, but also to work in new areas, including import substitution. Together with industrial enterprises, a plan was developed to expand the range of manufactured import-substituting products and increase their production volumes. So, this year, the output will be carried out immediately for 26 commodity items: cars, grain cleaning units, attachments for tractors, fire trucks and much more.
– Is the proximity of Minsk a bonus for Borisov or does it have its own nuances?
- There are both pluses and minuses. Due to the developed social infrastructure and a powerful industrial complex, it is possible to restrain the outflow of the population to Minsk . However, at the same time, it is necessary to create no less worthy competition for the capital's opportunities. For example, a significant plus of living in our district center is affordable housing, which is much cheaper than in Minsk. In addition, it is possible to build a private house. Among the advantages is a good transport infrastructure between our cities, which allows citizens of Borisov to visit the capital at any convenient time.
- When there is a stable job , a decent salary, then people do not seek to change their place of residence.
- That's right, and employment in the region is quite high. The unemployment rate is about 0.13%. True, the issue of creating new jobs and enterprises remains relevant. To date, 75 organizations have already been launched, 9 of which are in the manufacturing sector. So, there are enterprises developing software for the needs of agriculture, producing underwear and outerwear, joinery, plastic plates and others. Thanks to their activities, more than 200 vacancies have already been recruited, in the future it is planned to create more than 580 new jobs.
- What are the pressing issues facing the agricultural industry? What are the views for the 2023 harvest?
– The tasks facing the farmers are serious, especially when in 2022 we managed to harvest a record 100 thousand tons of grain in the entire history of the region. In the same year, due to waterlogging of the soil, the sowing of spring crops began a little later than usual. However, thanks to well-coordinated work, it was possible to sow almost 11,000 hectares of spring crops and meet the agrotechnical deadlines.
Now it is difficult to predict what kind of loaf of Borisovshchina will be. Everything necessary has been done to get a good harvest : a sufficient amount of mineral and nitrogen fertilizers has been accumulated and applied. It's up to the weather, but, as we can see, a 10-centimeter layer of soil is practically dried up today. In some places the crops were even burnt.
In animal husbandry, our successes are no less significant: out of 22 districts, Borisovshchina is in 7th position. First of all, these are indicators for MILK production: in 2022, more than 78,000 tons were produced. With the commissioning of three dairy complexes, the construction of which is currently underway, we will be able not only to increase the number of livestock, but also improve its quality, as well as significantly increase labor productivity.
- As they say, the city is being built - it means it lives!
We build, we develop, we plan! In 2022 alone, more than 48,000 square meters of housing for needy and large families was put into operation in the Borisov district. Of these, over 12 thousand "squares" are multi-storey buildings. Plans for this year are even more grandiose - 94 thousand square meters in the Borisovsky district, including almost 60 thousand - multi-storey buildings.Noticeable outlines of the first stage of the new Lyadishche-2 microdistrict have already appeared. In 2024, according to the project, 16 houses with 9 and 10 floors will be built there. By the way, we plan to put some of them into operation this year. According to the urban planning project, a school, a kindergarten and a clinic will eventually appear in the new microdistrict. There is also a community center with shops, restaurants and cafes. The second stage of the Lyadishche-2 microdistrict is already under development. According to the project, 24 apartment buildings with a total area of more than 122,000 square meters will be built from 2024 to 2027. The construction of a 99-apartment residential building in the agricultural town of Loshnitsa is also planned for next year.
In 2022, a children's multidisciplinary building for 116 beds was opened at the Borisov Central District Hospital. This single center provides assistance to patients from several districts at once: Berezinsky, Krupsky and the city of Zhodino. To date, the construction of another very important medical facility has already been agreed - a blood transfusion station. We will begin its construction this year, and put it into operation in 2024.
In 2021, Borisov had the status of a cultural capital. Undoubtedly, in this ancient city, which arose at the confluence of the Skha and the Berezina, there is something to see: the Resurrection Cathedral, the Kolodeev Museum-Estate, the women's gymnasium, the Nativity Church and others.
