
December 7, Minsk. The influence of the family is the most effective measure to prevent fishermen from entering the fragile ice, said Dmitry Staselko, chairman of the Minsk city organization OSVOD, at the "Safety of Citizens at Water Bodies in Winter" in the BelTA press center.
"We tried all types and forms of preventive work and all types and forms of influence on a person. But the most effective influence is the wife's ban," said Dmitry Staselko.
He called on wives and mothers to provide fishermen with domestic, household work during the formation of ice. “Let them stay at home for this period, let the wife and child act: “Dad, don’t go,” “Husband, nail the picture,” but just stay at home while the ice is getting colder,” he said.
Dmitry Staselko noted that today there is no direct rule prohibiting access to fragile ice in the Code of Administrative Offenses. At the same time, every year, during the period of freeze-up and intensive ice melting, local authorities, depending on the operational situation, make decisions to temporarily ban access to the ice, provided that it is less than 7 cm. In Minsk, such decisions have been made in all areas today, information about this is posted on administration websites.
The chairman of the Minsk city organization OSVOD also told when a fisherman can be brought to administrative responsibility. Suppose, together with the employees of the Ministry of Internal Affairs, raid events are carried out. If next to the water body there is a sign "Entering the ice is prohibited", then the person is informed. A fisherman who ignored an official's warning or acted defiantly may well be prosecuted for disobeying legal requirements. They can also be charged for being under the influence of alcohol .
