The Ministry of Agriculture and Food of Dagestan discussed current issues of the agro-industrial complex

On January 25, a meeting was held at the Ministry of Agriculture and Food of the Republic of Dagestan on various issues of the agro-industrial complex. The event was attended byMinister of Agriculture and Food of the Republic of Dagestan Mukhtarbiy Adzhekov, HEAD of Dagestanstat Arsen Rustamov, First Deputy Minister Sharip Sharipov, Deputy Ministers Khiramagomed Murtazaliev and Emin Shaikhgasanov, heads and specialists of departments and institutions subordinate to the Ministry, representatives of the Rosselkhozcenter for the Republic of Dagestan, RSSelkhoznadzor, as well as heads in video communication agricultural departments of the districts.
During the event, they discussed preparations for spring field work, the progress of livestock wintering and lambing campaign, the new procedure for state support of the agro-industrial complex, maintaining electronic household books, the implementation of municipal land control, and participation in the events of the state program for the integrated development of rural areas. Anticipating the discussion, the minister outlined the relevance of each issue brought up for discussion, after which the curators of the areas provided explanations.
it was noted that in the spring sowing of this year, the areas will be allocated for grain and leguminous crops, forage grasses, industrial crops, potatoes , vegetables and melons. The main task is to carry out the sowing work indicated in the plans in an organized manner and in the optimal time frame. The attention of municipalities was also drawn to the need for timely preparation to combat locust pests, the volume of protective measures against which in 2024 is projected to cover an area of ​​more than 53 thousand hectares.
Particular emphasis was placed on areas that did not fulfill the winter sowing plan in the fall of 2023. The Minister stated that such an attitude towards program guidelines for both winter and spring sowing is unacceptable. He called on the districts to establish effective implementation of the tasks set by the leadership of the republic and the federal center to ensure food security.
“I would like to note that as part of the ongoing reclamation activities in Dagestan, several thousand hectares of unused arable land are put into circulation every year. At the same time, the republic has not seen a similar increase in the overall area involved in sowing. It is necessary to understand which areas allow this and find out what interferes with proper and efficient land use. We must pay attention to the structure of the planned spring sowing, including the area under vegetables and potatoes,” noted Mukhtarbiy Adzhekov.
In effective land use, municipal land control is of particular importance, that is, the workmunicipalities, aimed at ensuring compliance with the requirements of land legislation, protection and use of land. The task, according to the minister, is to identify irrationally and inefficiently used land, solve problems with littering farmland with plastic film and organize unauthorized landfills of solid municipal waste. He called on municipalities to develop consistent actions in this matter and establish proper interaction with Rosselkhonadzor.
The next issue for discussion was the progress of wintering livestock. It is stated that, in general, the wintering of livestock on distant lands is going well, and the pasture is in satisfactory condition. The transhumance zones contain about 1 million breeding stock of sheep; lambing of sheep in large numbers in Dagestan takes place in early spring. At the same time, in a number of areas there are sheep farms that practice early lambing. To date, about 30 thousand lambs have been obtained on distant lands, the safety of young animals is high. In a commentary to the report, the minister asked to focus on ensuring the safety of farm animals during the lambing campaign and on the availability of reserves of roughage for livestock.
This year, state support for agricultural producers will be provided only in electronic format through the GIIS “Electronic Budget”. The need to be prepared to work in this system is stated. The minister noted that a significant part of the state support provided through the Ministry of Agriculture and Food of the Republic of Dagestan falls on the first quarter of the year. In this regard, he called on the district authorities to bring this information to farmers and provide them with all possible assistance in the operation of the “Electronic Budget” system. Consulting support can also be obtained from the department of the ministry that oversees a particular area of ​​the agro-industrial complex.
Attention is also paid to the issues of maintaining household books. According to the order of the Ministry of Agriculture of the Russian Federation, in relation to the owners or users of land plots presented for private farming, from this year, household books will be kept in electronic form. The Minister drew attention to areas where the implementation of electronic household books is being carried out unsatisfactorily. He outlined the importance of this issue by the fact that more than 70 percent of agricultural production comes from private plots. It is the household books that are the main source of information about the presence of livestock, land, and manufactured products in a particular private household plot. This allows us to obtain an objective picture of the processes taking place in rural areas.
Mukhtarbiy Adzhekov also drew attention to the need for timely submission of complete and reliable statistical information by agricultural enterprises to the state statistics service.
