European Union ambassadors in Brussels discussed sanctions against the Russian economy and individuals, but failed to agree to impose sanctions on Russian President Vladimir Putin personally, the New York Times reported, citing diplomats who took part in preliminary talks.

According to the newspaper, after the start of the Russian military operation in Ukraine, the previous resistance of some countries, in particular Italy's demand to remove luxury goods from sanctions, "evaporated".

At the same time, the newspaper points out, several countries, including Germany, opposed the initiative to impose sanctions against Putin and Foreign Minister Sergei Lavrov.

The newspaper points out that the German representative, in response to a written request, confirmed that he opposed the imposition of personal sanctions against Putin and Lavrov in order to keep channels of dialogue open with the top Russian leadership.
