
In Moscow, representatives of small and medium-sized businesses in the first quarter of 2022 bought 75 non-residential properties from the city without bidding on the pre-emptive right. Such data was provided by the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Yefimov.
“During the first three months of this year, 75 representatives of small and medium-sized businesses used the right of pre-emption for the leased premises from the city. They purchased non-residential facilities with a total area of 14.4 thousand square meters. m,” said Efimov.

He recalled that business representatives can buy commercial real estate they already use from the city without competition at a market price, which is determined by independent appraisers. “In this case, the business has the right to privatize the premises immediately or in installments for seven years with monthly or quarterly payments,” the deputy mayor specified.

Companies whose owners want to buy non-residential premises from the city without bidding must be included in the Register of Small and Medium-Sized Business Entities, published on the website of the Federal Tax Service.
In addition, the property must be leased for at least two years prior to acquisition if the relevant lease rights were acquired at a regular auction on general terms.
For premises sold at specialized auctions for SMEs, the period has been extended to three years. At the same time, the real estate itself must be on the list of objects intended for use by small and medium-sized businesses for at least five years.
