The Federation Council proposed to introduce OSAGO for electric scooters and scooters

The Committee of the Federation Council proposed to introduce insurance policies for owners of means of individual mobility,as they may pose a danger to pedestrians due to lack of safety equipment and considerable speed

The Ministry of Internal Affairs should study the issue of introducing mandatory third party liability insurance (OSAGO) policies for owners of personal mobility aids, including scooters and electric scooters. This is stated in the decision of the Federation Council Committee on Defense and Security, RIA Novosti reports with reference to the document.

According to the results of the analysis of accidents on the roads, the document says, personal mobility aids can pose a significant danger to the drivers of these vehicles and to pedestrians, since they do not have effective safety equipment. The committee indicated that at the same time they are able to travel at considerable speed.

The decision of the committee also proposes to the Ministry of Internal Affairs to work out the speed limit for personal mobility aids, in addition, to separate them according to the principle of use for personal or commercial purposes.

The senators also suggested that the Ministry of Transport, the Ministry of Education and the Ministry of Internal Affairs prepare proposals for the introduction of special sections on the safe use of scooters and scooters into the training programs for minors on safe behavior on the roads.

In the first seven months of last year, 266 accidents involving electric scooters occurred in Russia, killing eight people, the number of such accidents increased by 66% year-on-year, the Ministry of Internal Affairs said. In addition, the ministry continued, the number of victims increased by almost 70%, 275 people were injured in seven months, 39 of them were children.

In total, last year the Ministry of Internal Affairs registered 672 accidents involving electric scooters and similar devices, this figure was 68% higher than in 2020. In such accidents, 20 people died in just a year, the figure increased by 185% year-on-year, the department said. The ministry added that 704 people were injured, including 133 children under 16 years old.

Last fall, the Ministry of Internal Affairs, together with the Ministry of Transport, developed amendments that define the rules of the road for means of individual mobility, including electric scooters and scooters. The authorities proposed limiting the speed limit on these vehicles to 25 km/h and their weight to 35 kg.

In addition, children under the age of seven may be allowed to ride electric scooters only if accompanied by adults and only on sidewalks, pedestrian and bicycle paths. The Ministry of Internal Affairs and the Ministry of Transport offered citizens over 14 years of age to be allowed to ride scooters and electric scooters along the right edge of the carriageway or the roadside in cases where there are no sidewalks and footpaths. The maximum speed on the roadway must not exceed 60 km/h.
