Information on the procedure for issuing a unique number for animal marking means

The application is submitted to ROSSELKHOZNADZOR on paper by hand or by registered mail with acknowledgment of receipt by post or in electronic form to the email address of Rosselkhoznadzor indicated on the official website of Rosselkhoznadzor on the Internet, or in the form of an electronic document using FGIS "VetIS".

Currently, the development of a module of the Horriot component of the FSIS VetIS (hereinafter referred to as Horriot) is underway, through which electronic applications for the issuance of UNSM will be accepted.

From March 1, 2024 until the commissioning of the Horriota module, applications from manufacturers of marking means and persons carrying out marking of animals for the issuance of UNSM will be accepted by Rosselkhoznadzor through official letters.

In order to more constructively organize the work on issuing UNSM, Rosselkhoznadzor invites the executive authorities of the constituent entities of the Russian Federation authorized in the field of veterinary medicine and other persons who will subsequently apply for UNSM to fill out applications taking into account the following:

— in the application it is necessary to indicate how many numbers must be issued for individual marking of animals, how many for group marking, since in the UNSM format the first digit of the number after “RU” indicates the animal marking method with which the animals are marked: “1” for individual marking, “2” for group marking, and also indicate the email address to which the generated UNSM should be sent.

In addition, we recommend:

— to the executive authorities of the constituent entities of the Russian Federation authorized in the field of veterinary medicine to send appeals about the need to obtain UNSM for animals kept in the region as a whole, without indicating a specific farm or each region separately;

— persons carrying out marking of animals, order numbers for several livestock facilities at the same time.

Please also note that there is no need to indicate in applications the species of animals for which it is necessary to obtain the UNSM for marking, since the animal species is not included in the UNSM format.
