"The second question is about genocide. A number of proposals are being crystallized for a more serious consideration by our society of the facts of the genocide of the Belarusian people during the Great Patriotic War. Alexander Lukashenko asked how the relevant work is being carried out at the moment and in the future.

"The activity of investigative actions is not decreasing. At the moment, we have identified more than 2.5 thousand previously unknown settlements that were destroyed. Including at least 80 who shared the fate of Khatyn," the prosecutor general shared the details with reporters.

But, we must pay tribute, the Belarusian economy continues to work and find new opportunities in these difficult conditions,” Alexander Lukashenko stressed. “We must quickly respond to all challenges and ensure the delivery of export cargo to buyers. The key point is the speed of decision-making.”

In this regard, the head of state outlined a number of key issues. One of them - at what stage is the creation of own capacities for sea transportation? “It is clear that we left (not of our own accord) from traditional ports and are working on transshipment of our cargo, which is about 20 million tons, in all ports of the Russian Federation,” the President noted.

About increased volumes

As First Deputy Prime Minister Nikolai Snopkov reported at the meeting, this year Belarus transported 4 times more cargo through Russian ports than in the same period last year. “If in 6 months of last year we transported 1.5 million tons of Belarusian cargo through Russian seaports, this year the volume has already amounted to almost 6 million tons. The Belarusian side managed to achieve cost-effective transshipment conditions in the terminals of the ports of St. Petersburg. In the first half of this year, 2.7 million tons of potash fertilizers were shipped through these ports.

On the export of potash fertilizers, logistics and competition

At the end of the meeting, Nikolai Snopkov shared a number of new details with journalists. Thus, Belarus expects to export 8 million tons of potash fertilizers this year. And this is despite the logistics that have risen in price after the imposition of sanctions: "From two to five times - with regard to transshipment. Accordingly, with regard to the increased railway track, this is also about 2-2.5 times."

"Fulfilling the tasks set, we will reach 8 million tons of fertilizer sales this year. At the same time, Belaruskali is operating at a profit. It provides its investment program in six months, having already invested Br600 million in investments, that is, its investments are in accordance with the plan," the First Deputy Prime Minister stressed .

The Belarusian company is currently the second largest in the world in terms of production of potash fertilizers. The first and third positions are occupied by Canadian companies. "This suggests that, in principle, the sales system is built effectively, despite the increased costs," said Nikolai Snopkov.

According to him, due to sanctions pressure, Belarus lost 5.5 million tons out of 9-10 million tons (on average in recent years) of the total supply of domestic potash fertilizers to foreign markets. Accordingly, about 4.5 million tons remained in the markets of friendly countries. "This year we will be transporting 8 million tons, that is, in fact, twice as much potassium to friendly markets, replacing the lost markets of unfriendly countries. Hence the conclusion: CANADA is a competitor for us, but, as you can see from the numbers, we are doing an excellent job with this competition," the First Deputy Prime Minister emphasized.

At present, Belarus has compensated for the port capacities that were previously lost due to sanctions pressure: "Today we can ship 12 million tons (potash fertilizers. - Approx. BelTA) per year. Over the previous 10 years, on average, we exported 10-12 million tons per year."

“We see the situation on the market [ the world market for potash fertilizers]. There are estimates that this is not yet the bottom (in terms of the price of this type of product. – BelTA's note), said Nikolai Snopkov. “Today, in principle, all companies have begun to play the game “volumes above price”. By order of the President, we have been doing this since last year. That is, we set the supply of volumes higher than the price. Moreover, the production cost of Belaruskali allows this. "And we can compete on price for a long time. But the issue of logistics becomes key. In order to effectively sell fertilizers, ensure the profitability of the producer Belaruskali, and, accordingly, payments to the budget, we need optimally efficient logistics. This is what we will continue to do."

On the construction of own ports

In the near future, the government will submit to the President the final version of its vision for the organization of port infrastructure in the medium term to maximize the cost of transshipment.

"We have a product that is in demand in the world. We will transport it to where we see the lowest cost. There may be variations. There are stable points of shipment, where we understand the volumes and costs, and changing points that compete with each other to get the goods from us. We will play on this to get the minimum transshipment price. This is the main task," said Nikolay Snopkov.

Nikolai Snopkov emphasized that such facilities as a port, if built, are a national asset abroad. It is good to have such an asset if it works and it is effective. On the other hand, at the current moment it is necessary that transshipment be minimal in terms of cost. "Because we cannot afford to include investment costs in transshipment today. If the guilt of the deceased person is proven, it is envisaged that a guilty verdict is passed against him without imposing a punishment.

Simplifying the construction process

The President signed. The document combines and systematizes the normative instructions contained in various legislative acts.

The Code gives the right to the regional, MINSK city executive committees to make decisions on the placement of objects on the territory of the corresponding region, the city of Minsk with deviation from the approved urban planning documentation, subject to the requirements and restrictions established by law.

Simplified construction process for different categories of objects. In addition, the Ministry of Information is vested with the authority to decide on the suspension of the certificates of state registration of publishers and the abolition of the powers of the COURT to make such decisions.

Protecting the interests of borrowers

The document amended the Banking Code of Belarus in order to improve the legal regulation of banking relations, taking into account the current legislation, law enforcement practice and international experience. The law provides for the establishment of qualification requirements and requirements for business reputation for officials performing key functions in the bank. Fixing this norm in the Banking Code will ensure the formation of effective corporate governance in banks.

In Belarus, it always happens like this: it will dry out and then flood. About the situation in the regions

In addition, I made a decision to purchase grain from Russia. The price is still close to the cost of our grain, which is why the decision was made. I would like to hear what has been done in this regard. I repeat what was said in Orsha: grain today is akin to gold and foreign exchange reserves. It is always useful and constantly growing in price. was and never will be. That's for sure. And if we have free capacities, why not fill them with a grain reserve," Alexander Lukashenko said.

The only issue that was identified by several governors at once was fuel. There is a lot of agricultural work ahead, and we need to help with loans. Naturally, exclusively on a returnable basis.
