Washington stops issuing trade licenses with Huawei

The US government has stopped issuing licenses for the EXPORT of American goods and technology to the Chinese company Huawei, according to The Financial Times and REUTERS, citing sources familiar with the situation.

The Chinese company has been under sanctions for more than three years. In May 2019, the US Department of Commerce blacklisted Huawei, deeming the company's activities to be contrary to national security interests. US companies are prohibited from selling high-tech goods to Huawei and transferring technology to Huawei without obtaining a special export license from US authorities.

Sanctions have only gotten tougher over time: in August 2020, Huawei and its subsidiaries were banned from purchasing semiconductors without a special license, including chips made by foreign firms that were designed or manufactured using American software or technology.

In July 2022, new allegations emerged against Huawei. The FBI suspected the company of possible theft of data on the country's nuclear arsenal. According to CNN, the investigation found that Chinese-made equipment installed on cell towers near US military bases is capable of jamming and intercepting Defense Department communications. The investigation of this threat began during the presidency of Barack Obama.

Despite this, the cooperation of American companies with Huawei continued on the basis of export licenses. So, Qualcomm in 2020 received permission to sell Huawei chips for 4G smartphones. But now, according to FT and Reuters interlocutors, the Biden administration is changing its approach to sanctions. While the ban used to primarily target 5G-related equipment, it now targets less advanced products and technologies. A Reuters source familiar with the situation said that the ban included technologies and products related to 4G technology, Wi-Fi 6 and 7 standards, artificial intelligence, as well as high-performance computing and cloud technologies. The US Department of Commerce declined to comment on the new Huawei policy.

The FT notes that Washington switched to a new policy of restrictions after Huawei managed to overcome the consequences of the already imposed sanctions. Eric Xu, the company's chairman, said in December that 2023 will be the first year Huawei returns to "business as usual."
