In February 2023, the North Sea Interregional Directorate of ROSSELKHOZNADZOR conducted a scheduled on-site inspection of an individual entrepreneur in Arkhangelsk.
it has been established that the businessman in his trade pavilion is engaged in the trade of MEAT products (cutlets, kebab, cabbage rolls with meat, dolma, ground lard, minced meat, Georgian khingal with meat, homemade dumplings), the production of which is carried out by himself. Livestock products are sold without labeling containing information about the origin, production date, expiration dates, storage conditions of livestock products, as well as the absence of any documents confirming their origin.
There is no utility room (workshop) for production, as well as equipment (meat grinders, equipment for preparing semi-finished and finished meat products). The HACCP program was not developed by the entrepreneur, declarations of conformity of products to the requirements of technical regulations were registered, production veterinary accompanying documents of VIS "Mercury" were not issued. It is not possible to establish the raw materials from which semi-finished meat products and other finished products are produced, as well as to determine the date of manufacture, terms and conditions of storage.
Thus, an individual entrepreneur is allowed to store for the purpose of further sale of meat products in the assortment of his own production, made in an artisanal way at home without declaring conformity in the prescribed manner. In addition, when analyzing the execution/cancellation of veterinary accompanying documentation in IS "Mercury", a systematic violation of the deadlines for canceling veterinary accompanying documents for products received by the entrepreneur was established. An individual entrepreneur was brought to administrative responsibility by the Office of Rosselkhoznadzor under Part 2 of Art. 14.43 of the Code of Administrative Offenses of the Russian Federation and Part 1 of Art. 10.6 of the Administrative Code of the Russian Federation with the imposition of fines in the total amount of 30 thousand rubles.
Products that do not meet the requirements of technical regulations, as well as those received without veterinary accompanying documentation, are recognized as dangerous and destroyed in the SMUP "Spetsavtokhozyaystvo" by incineration. Management reminds: the seller is responsible for the quality and safety of the goods that he releases to the buyer. This also applies to livestock products. Livestock products must be sold in compliance with the requirements of veterinary legislation and technical regulations of the Customs Union, accompanied by veterinary documents.
Products of unknown origin, produced in an artisanal way outside the appropriate conditions, can be hazardous to HEALTH, the press service of the Severomorsky MRU Rosselkhoznadzor reported.
