On Monday, March 28, the Ministry of Digital Transformation sent a recommendation to mobile operators to “exclude unlimited traffic consumption”, including introducing restrictions on unlimited tariffs. This is stated in a letter from the Minister of Digital Development, Communications and Mass Media Maksut Shadayev (RBC has a copy, its authenticity was confirmed by three sources in the telecommunications market). The letter also recommends "balancing the amount of traffic consumed" by subscribers within the framework of tariff plans, providing for "a reasonable reduction in such volumes."
The letter explains that this is necessary to ensure the implementation of the presidential decree of March 16 "On measures to ensure socio-economic stability and protection of the population in Russia" in terms of "the proper functioning of communication networks in RUSSIA, as well as the integral and sustainable functioning of the Russian communication infrastructure" , ensuring a uniform load on the network.
The Ministry of Digital Transformation confirmed the mailing of the letter. “In the context of external sanctions pressure and reductions in the availability of foreign equipment, it is necessary to find a balance in maintaining and developing mobile networks. We are taking measures to consume traffic wisely while maintaining the quality and availability of basic digital services and services,” a spokesman for the ministry said.
