The work schedule of the President of Belarus is always very eventful. Alexander Lukashenko holds conferences and working meetings on the most pressing issues of the country's development, regularly visits the regions, makes foreign visits and receives foreign guests himself, communicates with journalists, signs decrees and laws. And even when there are no public events, this does not mean at all that the HEAD of state is not working. However, during the rest, whether it's hockey training or chopping wood, Alexander Lukashenko no, no, yes, and he will find a reason for the next assignment. As he likes to say, in everything one must proceed from life.

The "President's Week" project is for those who want to keep up with the head of state, to be aware of the most relevant statements and decisions of the Belarusian leader.

Is there any potential in relations with Kazakhstan and what is the experience of this country in Belarus "taking on a pencil"; how preparations are going for the upcoming large-scale election campaign in 2024; why it is important to stick together in the CSTO and in the post-Soviet space as a whole, and how this is connected with the "American awl" in Europe; what tasks Lukashenka set for the government and how the drought affected agriculture; what the President said in parting words to graduates.

And also about a tense Saturday against the backdrop of an attempted military rebellion in RUSSIA. How Lukashenka's talks with the head of Wagner PMC Yevgeny Prigozhin helped to overcome the acute phase and find peaceful outcomes - in the next issue of the BelTA special project "President's Week".

THERE IS SOMETHING TO WORK ON. How Lukashenka assesses relations with Kazakhstan

The head of state began the working week on June 19 with Deputy Prime Minister - Minister of Foreign Affairs of Kazakhstan Murat Nurtleu, who was on a visit to Belarus.

“We can state today that relations between Belarus and Kazakhstan are at a very high level, but, as the athletes say, there is something to work on,” the President said.

In Belarus, according to the head of state, they are very closely watching the process of transformation of the institutions of governance and society in Kazakhstan and "take a lot on a pencil."

"You should know that Belarus has always been your friend and you can count on us if you need it," the head of state stressed.

Alexander Lukashenko emphasized the value of reliable friends in the modern world. He noted that many integration structures were formed with the participation of Belarus and Kazakhstan, in particular the CSTO and the EAEU . " Kazakhstan has always played an important role in the formation of these structures, in their activities. Just like Belarus," the President noted.

"Kazakhstan, Russia and Belarus - looking ahead, I see such an attractive center for other states. Recently I spoke about this: it is not necessary to hope that some rich neighbor will come and help us. Unfortunately, the world today is selfish You (foreign ministers) see this better than I do. Therefore, at least at the moment, we must rely on ourselves and our friends, who will always come to the rescue and support," the Belarusian leader stressed.

Murat Nurtleu especially noted the hospitality with which he was met in Belarus. "I think that I came to friends. Today it is a great opportunity for me to convey our message to Belarusian brothers and friends that Kazakhstan highly appreciates our strategic partnership," he said. "We are absolutely committed to the further development of our friendly, fraternal relations."

PEOPLE'S CHOICE. What instructions did the President give for the upcoming electoral campaign in 2024

Alexander Lukashenko on June 19 also with CEC Chairman Igor Karpenko. We discussed preparations for the 2024 electoral campaign.

In 2024 Belarus will host a single voting day for the first time, which is provided for in the updated Constitution. Not only will the composition of the parliament be formed, but citizens will also elect deputies to local councils at various levels. It is envisaged that the single voting day will be held on the last Sunday of February. In 2024 it is February 25th.

Another feature is the formation of the composition of the All-Belarusian People's Assembly, a body that, following the results of the referendum, acquired a constitutional status in Belarus. The Constitution stipulates that after a single day of voting, no later than 60 days later, the first meeting of the All-Belarusian People's Assembly should be held. Thus, the last possible day for the start of the SPC meeting is April 25.

On the preparation of the presidential decree

"We are already on the eve of the elections. There is a lot of novelty. Especially in terms of the All-Belarusian People's Assembly. We are talking about elections to the parliament and the corresponding presidential decree. I have read the materials you presented. There is no rejection on any of the issues. Especially about the publication I will instruct the Presidential Administration today to sit down together, work out, work out together (and the government involved) the optimal time frame for the adoption of this decree," the head of state said.

“I think your proposal is reasonable in this regard. You weren’t the only one who came up with it. You probably suffered through suffering before making the proposal. Therefore, the issue of issuing a decree on elections is a matter, consider it resolved,” Alexander Lukashenko said.

On interaction with government agencies

Another issue that was discussed at the working meeting with the head of state concerned interaction with state bodies in the preparation and conduct of the electoral campaign.

Alexander Lukashenko and Igor Karpenko

"You are very correct in your proposal. Nothing should be discarded. We have extensive experience and practice in holding elections in terms of involving government bodies , other state bodies. Everything is at your disposal. You are responsible for organizing. And all state bodies and structures, and I am in including, we will help you implement the plan that we agreed upon all together,” the Belarusian leader said.

“A single voting day is also a novelty. We elect all councils vertically. Therefore, there will be enough work. We will carry out this work slowly and calmly,” the President is sure.

About information support

“As for information support, there is also a lot of experience. But there is also a lot of new stuff. We need to use the Internet and create new content, as you suggest. This should also be done to make people feel comfortable,” Alexander Lukashenko said.

According to him, this work should be done, starting from inviting voters, including sending SMS messages.

About fair elections and observers

The head of state touched upon the issue of inviting observers to the upcoming elections in 2024. "The entities that invite observers are determined by laws. We have nothing to hide. At the right time, when the time comes, when we deem it necessary, we will invite observers. So that they can see how the elections will be held. So that we are not reproached that we are holding elections, like in America there. They shoot at people after the elections, and they hold elections by mail, and so on. And there are a lot of falsifications. You can already see it today. We must honestly hold these elections," the President said.

Alexander Lukashenko emphasized that there is nothing to hide. "About 80% today unequivocally support the course that we have determined. Why should we be afraid? Well, we will still fight for the 20% who hesitate and who are against. I say this as President," the head of state said.

On the formation of the VNS

Separately, the head of state drew attention to such a novel as the formation of the All-Belarusian People's Assembly.

"We are laying a certain foundation in this matter. We are gaining experience. We need to take this very carefully. A lot is defined in the Constitution and in the laws: the number, how to elect, from whom to elect, and so on. There are no disputes here. We also need to hold elections openly and honestly "There will be different people there. I'm sure there will be different points of view. The only thing is that there will be no enemies. But we don't need enemies. And our society as well. And the points of view must be different in order for us to make the right decision."

Summing up, Alexander Lukashenko said: "Having read your written report and proposals, for example, I don't see any other approaches. We need to start this work now."

UNITY IS POWER. WHAT LUKASHENKO TALKED TO THE CSTO FOREIGN HEADS

The President of Belarus on June 20 with the Ministers of Foreign Affairs of the CSTO member states. The leitmotif of the head of state's speech was the message to strengthen integration between the member countries of the organization, for which it is now more important than ever to stick together. By the way, Belarus currently chairs this organization under the motto "Through solidarity and cooperation to peace and security."

About important announcements for influential people

This meeting was already the third one that the President held with the heads of state structures of various integration associations over the past few weeks: on June 1 he met with the heads of the CIS intelligence services, on June 8 - with the secretaries of the CSTO security councils. Both then and now, Alexander Lukashenko emphasized the importance of preserving these interstate structures, addressing those people who in their countries have a certain influence on political decision-making.

"No one needs us, except for the post-Soviet space that exists today after the collapse of the Soviet Union. In fact, we speak the same language, we have a single economy , we have single markets, industrial cooperation, and so on. In order to create this, it will not be enough period of life, neither ours nor our children's. And why break it? Why break this common market?" - the President asked a rhetorical question on June 1.

"The military-political situation around our Commonwealth is becoming more and more aggravated, and it will become aggravated. And we need to understand that the big players around us - Russia, Belarus, the Central Asian states - will slowly try to pull us apart. And in a good way, and in a bad way We, men, must not allow this. This is my iron point of view," Aleksandr Lukashenko added at the time.

That is why - in order to prevent discord in the integration structures - the President of Belarus has repeatedly called for the search for peaceful ways to resolve conflicts and repeated this again on June 8 for the secretaries of the CSTO Security Councils: "For God's sake, do not quarrel with each other. We will still have the opportunity to quarrel with many : you see how they are trying to pull us apart.

In this series of events, today's meeting of the head of state with the CSTO foreign ministers looks like a systematic continuation of Belarus' work to strengthen integration structures in the post-Soviet space. What explains such persistence? The fact that the time for the CSTO is now very difficult, and it requires maximum mobilization of forces, experience and resources to maintain peace.

About problems and their solutions

One of the shortcomings for which the CSTO is criticized is, according to the President, the lack of solutions to specific problems. For example, Kyrgyzstan has long been asking for help in resolving the conflict on the border with Tajikistan, while Armenia is making claims. "I will say that there are problems. And very serious problems. If we do not solve these problems, we will always reproach each other, express dissatisfaction with the functioning of the organization as a whole. Problems exist in order to solve them. Therefore, no matter how we twist No matter what, we must be immersed in the problems that CSTO member Armenia and CSTO members Kyrgyzstan and Tajikistan are solving today," Alexander Lukashenko said.

"There are problems, there are tasks, they must be solved, no matter how difficult and complex they may be," he added. If this is not done now, then there is a danger that "friends-advisers" from the West will get in there, and then it may be too late.

About the reason to stick together

As the head of state noted, areas of responsibility have been formed in the CSTO during its existence: “On the western flank of the CSTO, so to speak, real military threats to security have formed, unfortunately for us and for Russia (because this is our area of responsibility). very serious, more serious than anywhere else. Unrest in the Transcaucasus and Central Asia (whether it will be)".

“Full-scale hybrid wars have been unleashed against sovereign countries that do not follow the instructions of the West,” the head of state noted. “We have lived through all this. Sometimes we do not draw conclusions from the past and begin to step on the old rake in new ways.”

"The current situation in the world leaves us no doubt that we must stick together," the Belarusian leader said. He is convinced that there is no reason to rush to make decisions about withdrawing from any integration associations, as Ukraine did in its time.or Georgia with the CIS. "An example of Georgia. You see a certain change in their policy: they are fed up with Western promises and other things and want to return to our market again, because no one will let you into their markets with MILK, MEAT, or wine. Markets have long been divided, and a tough fight is going on for them. And the second reason why we should stick together is our developed market. Abroad, if they offer something, it means in exchange for resources (give resources - it means we will support you) or for some kind of policy (if you follow, click your heel and support the policy they are pursuing)," the head of state explained.

About the American "sheel" in Europe

Using obvious examples, the President proved that hasty decisions to withdraw from integration associations are not the best option for the country and its people. "We must stick together, especially in this difficult time. And the point here is not that the main core of our organization - Russia - is in a difficult situation. Russia is a part, it is an element of everything that is happening in the world," said Alexander Lukashenko .

According to him, there are problems of global importance in the African region, and between CHINA and Taiwan, between the US and Europe. "The Americans have split Europe, and now we need to rein it in. And they, the Europeans, reproach you (the CSTO countries. - Approx. BelTA) and me, that we are losing sovereignty here and so on. God be with you! You have long been have already lost. How can one evaluate and how can one relate to the fact that they have abandoned cheap energy sources from Russia and take 3-5 times more expensive? and lay on the ground. And they still reproach someone for the loss of sovereignty! What kind of sovereignty? There is a fierce fight, a battle on a global scale. It is not known how it will end," Aleksandr Lukashenko said.

“In this large-scale confrontation, we need to preserve our own, at least preserve,” the head of state stressed. This thesis acquired particular relevance during the period of opposition to sanctions pressure, against which Belarus and Russia joined forces, managed not only to survive, but also to give a powerful impetus to the development of their own technologies, industrial cooperation, and import substitution.

"Let's not lose it. You won't find anything outside our space (post-Soviet - approx. BelTA) - my point of view," the head of state said.

On a common past, present and future for the CSTO

Alexander Lukashenko stressed that the CSTO countries have a solid historical base on which their interaction is built. This is a common past, connected, among other things, with the defense of the Soviet Union during the Great Patriotic War. As well as the common present and future. "We have a common present, which we are shaping with you. Successful work of integration associations in the post-Soviet space is a confirmation. Assessing the rich international agenda in our area of responsibility, I am sure that we also have a common future, which depends only on us," he said. Belarusian leader.

A number of positive examples of cooperation can be found in the work of integration associations in the post-Soviet space. Thus, at the last meeting of the Supreme Eurasian Economic Council in Moscow, issues of conjugation of integration processes, the creation of alternative payment systems, and the development of transport infrastructure were discussed. In the same row, the decision to launch, within the framework of the Eurasian Economic Commission, a mechanism for joint financing of projects in the field of industrial cooperation. This, according to the President, is the most important step in strengthening economic and commercial industrial sovereignty.

"In the CIS, we have the widest range of interaction - from humanitarian issues to interregional and cross-border cooperation, inter-parliamentary relations," Alexander Lukashenko continued. "The CSTO, as a guarantor of ensuring the stability and security of our countries and the Eurasian region as a whole, cannot be left behind."

The President considers the close ties of the CSTO countries in the political, military, economic, social and other spheres a guarantee of lasting peace between them and the basis of their unity in the international arena. “Today it is difficult to say what the world order will be like. However, it is obvious that only those who maintain cohesion will be able to go through this difficult stage with the least disruption. That is why we are increasingly talking about the need for greater integration within our organization,” the Belarusian leader stressed.

Alexander Lukashenko

About the plan of action in the economy

To strengthen integration, the President proposed to develop a common action plan for the CSTO: "We need to understand that they will put pressure on us. Even if the conflict in Ukraine ends, they will not leave us behind. We need to develop a common plan of our actions, primarily in the economy."

One of the main goals of this plan should be to move away from dependence on the supply of imported products. “We will consider ourselves isolated, like the Soviet Union. But we must survive, we must determine what we can produce at home (we can do almost everything, 90 percent), and we will somehow buy 10% until we get away from dependence on imports," the head of state said.

According to him, Belarus and Russia in the bilateral track have already come close to developing such a plan and intend to implement it. "I think we are not far from the President of Russia to make this plan for two. Of course, we will not have 90% self-sufficiency, but let it be 80%. We have no other way. Just flounder, stagger from side to side and hope that again Someone will come to us, create something, and then leave - we don't have time for that," the President said.

What Belarus is ready to do to strengthen the CSTO

"Solidarity, unity and cooperation underlie the concept of our chairmanship in the CSTO," the head of state noted. He expressed gratitude to the member countries of the organization for supporting the priorities of the Belarusian chairmanship in the CSTO, which, as the President is sure, meet common interests.

"We proceed from the fact that today the most important direction is the settlement of crises in the CSTO zone. If assistance from Belarus is required, and in this case, our initiatives, they will be provided. In order to restore and strengthen trust between our partners, we will do everything - Alexander Lukashenko emphasized: “The CSTO is not an aggressive or offensive military-political bloc, it is an organization of an exclusively defensive nature with a constructive and unifying agenda.”

On the aggressive hysteria of the West and the voices of reason

As for the interaction of the CSTO with other organizations (for example, the UN, the SCO), here, according to the President, it is also necessary to strengthen the work and speak more often on behalf of the CSTO at international platforms so that this voice is heard. “Of course, they don’t want to hear us on purpose. We are like a bone in the throat for someone: either NATO, or the European Union, or the Americans along with them. Nevertheless, our voice as a military-political bloc should be heard,” Alexander noted. Lukashenko.

Another aspect that the head of state dwelled on was the need to build up the information and analytical potential of the CSTO: “Today we are all in the war zone of information and psychological operations, we especially feel it, including Russia has recently felt it. Yes and you too. We will not get away from this. We need to learn how to increase our efforts in the information and analytical field and in cooperation with the media."

“Today, aggressive hysteria, primarily in the West, drowns out (so far drowns out) the voices of wisdom and reason. They don’t want to hear initiatives, including those of Belarus, to restore trust, strengthen regional and international security,” the Belarusian leader said.

“One cannot rely only on the fact that common sense will nevertheless prevail. We should not relax, and all efforts must be directed to strengthening and further progressive development of our organization,” the President emphasized. “I am absolutely convinced that the collective diplomatic voice of the CSTO will contribute a significant contribution to the restoration of peace and security in the region".

Alexander Lukashenko expressed confidence that these and other topical issues will be reflected in the agenda of the summit of the CSTO heads of state, which will be held in November 2023 in MINSK.

LIVING MEMORY. WHAT WORDS DOES THE PRESIDENT SAY TO COMPATRIATS

On June 22, Alexander Lukashenko traditionally addressed his compatriots with an appeal on the occasion of the Day of National Remembrance of the victims of the Great Patriotic War and the genocide of the Belarusian people.

"Today, the whole of Belarus recalls the tragic events of June 22, 1941. In the early morning, the war treacherously invaded our home, ruthlessly destroying destinies, families, cities and villages. For more than three years, the Belarusian land literally groaned from the atrocities of the Nazis. In the devastating fire of the war, every third resident of the country," the appeal says.

Alexander Lukashenko emphasized that inhuman cruelty did not break the will of our people: "Defending our native land rallied the entire civilian population of the republic in general resistance to fascism. Our grandfathers and great-grandfathers were subjected to torture and terror, but retained their honor and dignity."

“After decades of prosperous life on the planet, a situation has arisen again when the fabric of peacetime is about to break. Another wrong step of cynical Western politicians may be the last for most of humanity. Knowing firsthand about the horrors of war and the cost of victory, the Belarusian people preserve the historical truth, strengthens state sovereignty and the unity of the nation in the name of peace in their native land," the head of state said.

ADVANCED FORMAT. WHAT LUKASHENKO DEMANDS FROM THE GOVERNMENT AND WHAT INSTRUCTIONS GIVED

On June 22, the President of Belarus met with the leadership of the Council of Ministers. The head of state meets with the government at regular intervals to discuss the work of the economy. This time, the meeting was held in an expanded format to discuss other issues: from attracting investments and the situation in agriculture to road construction and the social sphere.

On the first results of the economy

Opening the meeting, Alexander Lukashenko noted that the gross domestic product has made 100.9% for five months. "There is a positive growth rate of investments in fixed assets, they added 2.5% compared to last year. However, so far this is a weak foundation for fulfilling the set targets even for half a year," he said.

The President asked the Prime Minister whether all indicators showed positive dynamics, whether they managed to fully overcome last year's difficulties (logistics and transaction costs, the search for new partners and markets). He also asked how the target tasks are being carried out.

“I expect a detailed breakdown from the First Deputy Prime Minister, where the government sees reserves for increasing investment growth by the end of the year, which is already 120%. And also about the effectiveness of implementing the concept of “one district - one project,” the head of state added.

Touching upon the situation in the industry, Alexander Lukashenko noted good results, but stocks are over 76%. "There are no qualitative shifts in woodworking. The work on the development of the Russian loan for integration projects is moving sluggishly. Please report on the measures that have been taken to correct the situation," the President said.

On investments and the thematic bill

The head of state was submitted for consideration a draft law on promoting and stimulating the implementation of investment projects. According to the developers, it will help correct the situation and increase the volume of investments. As the President stated at the meeting, the document should be carefully studied before it is sent to the parliament.

“In fact, the presented law replaces Decree No. 10, which served as a legal basis for almost 15 years,” the head of state noted. “At one time it was a breakthrough document. Over the past years, representatives of 20 countries have invested over $8 billion. projects".

But over the past few years, the volume of investments - both external and internal - has been declining, which does not have the best effect on the economy, Alexander Lukashenko drew attention.

“Of course, any country today is trying to provide investors with attractive conditions. We also need to create competitive advantages so that money is invested in promising, high-tech, innovative production right here, in Belarus,” the President said. “I am not against reasonable innovations, I am always ready to support them.” "However, report in detail about the essence and the expected effect. Whom is the bill aimed at?"

“In the current geopolitical circumstances, it is difficult to count on the arrival of Western investors in the Belarusian economy. Let's focus on others: Eastern, Asian, African, and so on,” Alexander Lukashenko noted.

At the same time, the President recalled an important rule: social responsibility should prevail in any project - full-fledged employment for employees, decent wages, a wide social package and, of course, payment of taxes.

“Just come here, as they used to say, and suck all the juice out of the people, squeeze out everything that is possible by paying a penny (they don’t pay taxes, but the workers, say, $500), and withdraw the main profit in the form of dividends to "unfriendly countries. I don't think we need such projects," Aleksandr Lukashenko stressed. "We should come here not as to a banana republic, but as to a normal high-tech, highly developed one, and we must work primarily with our investors."

On the situation in agriculture in the current weather conditions

Describing the situation in agriculture, the President drew attention to the fact that due to lack of rain, the soil has dried up not throughout the country, but in certain areas. "It's just that here, near Turchin (governor of the Minsk region. - Approx. BelTA), who sinned before the Lord God, and around me (I don't know what I sinned in), where I live, on higher soils, of course, it's dried up," Alexander Lukashenko noted.

However, this is not at all a reason for all responsible persons to weep and say in advance that the agricultural year will be a failure, the President is convinced. “I understand what is happening. Yes, it has dried up in certain areas. First of all, grains and grasses have suffered a little,” he said.

In this regard, the head of state gave timely instructions to the government, including the re-sowing of grassy fodder, with which the situation causes the greatest concern, unlike cereals. “If we don’t receive some amount, 200-300 thousand tons of grain, today our neighbors have a surplus. We will always buy grain. Moreover, today grain is offered at very low prices, sometimes even below our cost. It even makes sense to buy,” - says Alexander Lukashenko.

"That is, there is no catastrophe, and this is recognized by the Deputy Prime Minister leading agriculture. It's just that now we need to find our bearings in time where it has dried up," the head of state emphasized, adding about the importance of strict adherence to the technological process in agriculture, which allows you to save crops and get a harvest even in difficult weather conditions.

About fixing the roads

“Another sensitive issue: our citizens are very worried about the quality of roads. What can I say, everyone is in cars, some have two or three per family,” the President said. “Yes, there was a time when Belarus reached a high level in terms of road surface and became an example for many in the post-Soviet space, but as soon as control was loosened a little, the situation began to worsen."

During a working trip to the Grodno region in April of this year, Alexander Lukashenko already drew attention to the number of complaints from the population on this topic. “The relevant Deputy Prime Minister has been tasked with putting all roads in order and repairing them by 2023. This is a matter of questions,” Aleksandr Lukashenko stressed.

About state regulation in construction

The head of state recalled that back in January of this year, the government was tasked with simplifying the construction process in the same way as it had previously been done for individual houses.

"In the private sector, they reported to me that most of the problems - with access to communications, documentation, and so on - have been resolved and people are happy. Well, if so. But I doubt it. We will check this in the near future. I did not want the conversation to be similar later healthcare," the President said.

“In order to start building a high-rise building, a factory, an industrial facility, it is necessary to collect a dozen or two technical specifications from power engineers, the Ministry of Emergency Situations, HEALTH stations, local authorities and others. And then the same number of certificates must be obtained at the end of construction,” the head of state continued. see if we can refuse some references in some areas."

Alexander Lukashenko instructed the relevant Deputy Prime Minister and Minister of Architecture and Construction to work on this issue: "Sit down together and cut off."

Continuing the theme of the construction of apartment buildings, the President asked why it was impossible to solve the problem of long-term construction once and for all. “There are now 20 residential buildings in this shameful status, of which Natalya Ivanovna (Kochanova, chairman of the Council of the Republic and authorized representative of the head of state in Minsk. - Note by BelTA), you have in Minsk with Kukharev (mayor of Minsk. - Note by BelTA) - 17!" the President drew attention.

About assignments in the field of education

At the meeting, Alexander Lukashenko noted that the issues of the social bloc have been at the top of all the news for the past few weeks. "The results of the centralized exams seem to have been sorted out. An entrance campaign is underway. In the autumn, as agreed, we will analyze its results and finally dot the i's," he recalled.

"It is impossible to return to education issues anymore," the head of state believes.

The President emphasized that final proposals should be made in the fall: starting from textbooks, new, effective, intelligent, with writing and creating, and ending with education in universities, as well as final exams, basic schools, high schools and university admissions. "All questions must be settled," Alexander Lukashenko said.

About the situation in health care and rental housing for doctors

Recently, the head of state held a meeting on problematic issues in medicine. "The tasks - clear and specific - have been set. There should be no facts of mismanagement and lack of professionalism in the sphere responsible for the health of the nation," the President demanded.

Alexander Lukashenko

“At the same time, I warned you, the minister and the government know this, the commission is working. True, it was inundated with complaints, as if it were a new center of the ministry, a new ministry. I want to turn to people and ask them not to load the commission, members commissions (there are 12-13 people) with issues that other authorities should decide - local authorities, the government, the ministry. Of course, they react to this, but they cannot replace everyone," Alexander Lukashenko said.

He also touched on the topic of local medicine: “All the governors rushed to throw dust in their eyes. They repaired the FAPs, district hospitals, allocated money, a stormy repair began. And make people happy."

The head of state continued: "Today we are returning to the instruction to give doctors the right to acquire rental housing." He recalled that at one time rental housing was created to solve problems in some cases, now they are proposing to make part of this housing ordinary, and a corresponding draft decree has been prepared.

In this regard, Alexander Lukashenko asked himself the question: "Why did they create this rental housing? People built it, bought it, let them build and buy it. But if we create rental housing, why sell it? I'm just raising the question, let's discuss it."

At the same time, the President expressed gratitude to the doctors: "Of course, they are great in the vast majority, they treat us, they deserve attention."

Along with this, the head of state believes that consideration of the issue should be postponed for the time being, and explained the reasons for this. “This proposal came after a huge number of deficiencies in the healthcare sector were revealed. Therefore, it’s not quite the right time. I think that we should return to this issue,” said Alexander Lukashenko. The details of providing rental housing for ownership will be considered when the ministers and the government report that all the shortcomings have been eliminated, then we will consider this issue."

At the same time, the President drew attention to the fact that there are other categories of workers who live in rental housing and can also raise such questions.

About child benefits and negligent parents

During the meeting, Alexander Lukashenko touched upon the issue of using child allowances. The President noted that the state spends a lot of money, but there are parents who simply drink this money away.

“We are allocating a lot of money to support children,” the head of state noted. “Now in almost 10,000 families, children are recognized as being in a socially dangerous situation. 10,000 families cannot watch their children properly. And the children are suffering."

Alexander Lukashenko demanded that child allowances reach the children, and not go to the parents for a bottle, and all due measures must be taken for this. In this regard, the head of state stressed: "The system must be set up clearly - in no case should children be deprived, and irresponsible parents should be brought to their senses."

On the organization of the II Games of the CIS countries and focus on results

Alexander Lukashenko set the task of holding the II Games of the CIS countries at the highest level. Competitions will be held from 4 to 14 August in 11 cities of Belarus. “Under the current conditions, this sports festival is of particular importance for Belarusian athletes and a wide range of our friends who have confirmed their participation,” the head of state said.

He also demanded: "We must not only hold the Games at the highest level, we must once again show that Belarus is an open and peaceful country where comfortable and safe conditions for people have been created."

“But the main thing is what result we will show,” Alexander Lukashenko is sure. “We have no moral right to perform badly at these Games.”

On the situation in the markets and new industries

Prime Minister Roman Golovchenko reported on the situation in the economic sphere. According to him, in five months the economy has reached the target growth trajectory. The foreign economic balance for January-April amounted to $203 million. It is expected that its volumes will increase based on the results of the half-year.

The greatest contribution to GDP growth is provided by the growth of value added in industry.

The head of state inquired about the availability of stocks at enterprises. According to the President, the current situation worries him and he wants to understand how serious this issue is.

Roman Golovchenko noted that there is a problem with the sale of certain types of dairy products. There are almost $400 million worth of products in warehouses . According to him, this situation is primarily due to the price factor in foreign markets, as well as productivity growth in the main market - in Russia.

“But experts say that this is not tragic, the phenomenon is temporary: the price in the Chinese and Asian markets in general has begun to grow. In general, we are working on changing our strategy for the development of the dairy and milk processing industry,” Roman Golovchenko said.

The head of state stressed that one should not focus on one or two markets, one should also go to other countries. At the same time, not only to supply the same powdered milk for EXPORT , but to build small factories in other countries for its processing and produce other types of dairy products. "We need to go to other markets, we can't sit on one or two markets today," he stressed.

According to the Prime Minister, some industrial enterprises also have large stocks. In particular, a serious problem for Atlant was the fall in demand in Russia for Belarusian refrigerators and freezers. This is due to both the generally low level of sales of durable goods in this country and the massive entry of new manufacturers into the Russian market, primarily from China . Atlant has decided to make a maneuver so far: to reduce the production of refrigerators and focus on the production of washing machines, the demand for which is currently high.

“We probably missed a little moment, because the capacities that unfriendly countries have left are slowly being replaced by Russian and Chinese manufacturers. Together with the Ambassador to Russia, we analyzed the capacities that still remain in Russia, abandoned We need to choose and actively enter these areas now in order to organize production, form a profit center there and supply kits and equipment from Belarus there," Roman Golovchenko said.

"This is a strategy. We discussed it, there is nothing new in it. Not only in Russia - wherever possible, we need to create our own capacities, production facilities, if it is beneficial for us, and act," Alexander Lukashenko stressed.

Summing up the results of the meeting, the President stated that the government and the economy are working today, but there are problems that could seriously affect the situation in the future. The head of state noted that they need to be seen and resolved in time. At the same time, Alexander Lukashenko once again recalled his demand: no talk about sanctions, they cannot serve as an excuse. Also, the President believes, it is worth looking for more potential in the governors.

“I am far from saying that everything failed. But there are questions and problems that must be solved,” Aleksandr Lukashenko summed up.
