The volume of possible re-export of cheese-like products from Ukraine to Russia through Belarus increased by 64% in a month

As stated in the text of the Union’s analytical note (available from Milknews), in the course of a comparative analysis of the customs clearance of “cheese-like products” made on the basis of vegetable fats, it was found that in the period from January 2016 to June 2016 from Ukraine to the Republic of Belarus a total of 198 tons of "cheese-like products" based on vegetable fats were exported.

Starting from the second half of 2016, the EXPORT of similar goods sent from Ukraine to the Republic of Belarus has increased significantly, and over the past two months of July and August 2016, a total of more than 4,000 tons of such products were imported into the territory of the Republic of Belarus. So, according to the export customs declarations of Ukraine, according to the customs code1901 90 910 0 In July 2016, 1,546 tons were exported to the Republic of Belarus, and in August 2016 - already 2,545 tons (+64%) of "cheese-like products" made on the basis of vegetable fats.

In August 2016, the products were exported from the territory of Ukraine, named in the customs declaration as “Ready-made grub product prepared from the syroline of commodity positions 0401-0404 , without cocoa, zucrose, izoglucose, glucose, starch, based on plant fat. Protein-fatty product "Smetankovy" 50 % hard fat in dry speech, including MILK fat 0.7%", not containing cocoa, sugars, glucose, starch, based on vegetable fats. Protein-fat semi-solid product "Smetankovy" 50% total fat in dry matter, including milk fat 0.7%.").

According to the information available to the union, at present, constant and uncontrolled import of cheese products continues to be carried out from the territory of the Republic of Belarus to the Russian Federation,

At the same time, before the prohibition letters of Rospotrebnadzor dated October 13, 2014 and November 13, 2014 “on the prohibition of the import into the Russian Federation of cheese-like products produced in Ukraine” were published, deliveries from Ukraine to the Republic of Belarus accounted for an insignificant part, and with the release of prohibition letters supplies of "cheese-like products" from Ukraine to Belarus began to increase and reached impressive volumes.

The Republic of Belarus, based on the trends of previous years, is not able to master such a colossal volume of imported "cheese-like product" from Ukraine and did not increase the consumption of this product. Thus, representatives of Soyuzmoloko conclude that a significant part of this surrogate product is then sent to the Russian Federation with the help of re-gluing the labeling of the origin of the goods, which is a violation of the Rospotrebnadzor order “on a ban on the import of Ukrainian cheese-like products into the Russian Federation”.
