The FAS has developed appropriate recommendations that should help market participants avoid mistakes in their preparation and increase the efficiency of their implementation. Agreements can be concluded between regional authorities and manufacturers, suppliers of goods or trade organizations. The documents may establish obligations to reduce and not increase prices or limit markups on chicken eggs . The antimonopoly agency also explained that the documents must specify the obligations of manufacturers and suppliers to supply goods to trade organizations in a timely manner and in full (if possible), and trade organizations to take all possible measures to ensure the availability of eggs on store shelves in sufficient quantities .
In addition, it is advisable to indicate in the agreements that the obligations assumed apply to chicken eggs, regardless of the quantity in the package and the volume of the batch, sold/purchased both under contracts and through tenders, the service clarified. FAS recommends that all parties to agreements post information about their obligations in the public domain on their official websites. Retailers should also inform consumers about products under agreements directly in stores, for example through special “social product” price tags.
Companies participating in the agreement must regularly report to regional authorities on compliance with their obligations. “FAS RUSSIA reminds that such agreements are a temporary measure of rapid response to changes in the cost of socially important goods. The service recommends that regional authorities organize a dialogue with market participants to work together to shorten the supply chain of chicken eggs, assist in the purchase and supply of the most affordable goods to the region,” the department concluded.
According to Rosstat, from January 23 to 29, the cost of eggs in Russia fell by an average of 1.03%. A week earlier - from January 16 to 22, prices decreased by 1.41%. From the beginning of this year to January 29, eggs fell in price by 1.86%. As Prime writes, citing data from the Rusprodsoyuz association, by January 28, the average retail price of a dozen eggs in Russia fell by 1.5% over the week to 131.62 rubles.
At the end of December 2023, the FAS recommended that regional authorities enter into agreements with entrepreneurs to stabilize prices for chicken eggs. It was proposed to conclude agreements taking into account the resolution allowing the authorities to enter into agreements with businesses in order to stabilize prices for essential goods and set maximum retail prices. The Ministry of Agriculture then stated that stabilization of prices for chicken eggs could occur after the New Year. “This will be facilitated by an increase in domestic production and the supply of products from friendly countries at zero duty,” the ministry said in a statement.
