
President Vladimir Putin gave the government the right to make exceptions to the special economic measures against Ukraine introduced in 2018, the corresponding decree was published on the official portal of legal information.
The document amends the decree “On the application of special economic measures in connection with the unfriendly actions of Ukraine against citizens and legal entities of the Russian Federation” dated October 22, 2018 and is supplemented by the following paragraph: “Give the government of the Russian Federation the authority to issue temporary permits that provide for the non-use of special economic measures determined in accordance with this decree.
The new decree applies to legal relations that have arisen since the date of signing the decree by the president.
Putin signed the decree in October 2018. In accordance with it, special economic measures are introduced by the government "in connection with the unfriendly actions of Ukraine" against Russians and companies from RUSSIA. In particular, the president instructed the government to determine the lists of individuals and legal entities against which sanctions are imposed, as well as to decide what restrictions should be introduced against these individuals and “ensure the implementation of other measures in accordance with its competence.” In the original version, the document consisted of 322 individuals and 68 enterprises.
Since 2018, Russia has repeatedly imposed and expanded sanctions against Kiev. In particular, Moscow’s sanctions list included Ukrainian Foreign Minister Dmitry Kuleba, Secretary of the National Security and Defense Council (NSDC) Oleksiy Danilov, Verkhovna Rada Commissioner for Human Rights Lyudmila Denisova, and others. Restrictive measures include freezing accounts, book-entry securities and property sanctioned persons on the territory of Russia.
Also, Russia has repeatedly expanded the list of sanctioned Ukrainian goods and companies, which today include Ukraine's largest chemical holdings, agricultural producers, metallurgical and mining companies, as well as banks and defense enterprises.
