At the federal level, a period of non-working days is introduced by Vladimir Putin's decree from October 30 to November 7. Announcing non-working days, the President specified that the regions can independently determine the start date of this period and its duration. Some regions decided to declare days off from the beginning of this week, and Moscow Mayor Sergei Sobyanin signed a decree on the start of a non-working period and a lockdown from October 28.

Explaining the decision on the duration and severity of the lockdown, Anastasia Rakova, vice mayor and HEAD of the capital’s operational headquarters for combating coronavirus, said that the difficult situation left the mayor’s office no other choice. it was decided to start “epidemic holidays” in Moscow earlier than in other regions, in order to “more reliably break” the chains of the spread of the disease.
