
The spread of the omicron strain of CORONAVIRUS will force the government to provide additional spending in the federal budget to cover the budget deficits of the Social Insurance Fund (FSS) and the Compulsory Medical Insurance Fund (FOMS). Finance Minister Anton Siluanov told reporters about this, RBC correspondent reports.
In the amendments to the budget for the current year, which the Ministry of Finance will carry out through the State Duma, it is planned to provide for additional costs associated with the passage of the pandemic. Within a week, the department will submit its calculations and proposals for the necessary expenses to the government, the minister said.
Earlier, Siluanov said that the budget in 2021 spent 850 billion rubles. on anti-covid HEALTH measures. The current budget law in 2022 has so far planned total expenditures in the amount of 23.7 trillion rubles.
“All the additional resources that we plan to receive this year will largely be directed to responding to the continued development of coronavirus infection, albeit not as “evil” as the “delta” strain, but contagious. We are now evaluating additional opportunities and additional obligations. Within a week, the government will discuss these parameters,” he said. According to Siluanov, additional non-oil and gas revenues of the budget, which, according to the budget rule, allow for an increase in marginal spending, are expected due to an upward revaluation of nominal GDP.

“We have spending obligations that we did not plan. Now the “omicron” wave, we see how many sick leaves are being opened, despite the fact that we have reduced the mandatory amount of sick leave from 14 to seven days, we do not send those who have been in contact with a covid patient to the hospital. 600,000 sick leaves are opened a day,” Siluanov said. At the same time, earlier, according to him, approximately 200 thousand sick leaves were issued per day. Therefore, the deficit of the Social Insurance Fund, which is responsible for issuing sick leave, will have to be covered from the federal budget, he pointed out.
“I don’t want to give a figure, we will monitor what figure is needed, but there is a three-digit figure in billions of rubles,” the HEAD of the Ministry of Finance said. According to him, an additional three-digit number of expenses is also planned to be transferred to the MHIF. The law on the budget of the MHIF for 2022 provides for a deficit of 22 billion rubles. The FSS budget at the time of adoption provides for a surplus of 44 billion rubles.

With a prolonged illness, the insured person can be issued two, three, four or more sick days in a row, all these sheets make up one insured event, ”the press service of the FSS said. The fund does not yet have estimates on the number of sick leave issued and payment of insured events for 2021 and the beginning of 2022: data is collected from the regional branches of the FSS, therefore it is usually delayed.
