In general, in 2022 in RUSSIA, demand in new buildings decreased by 21.7%, to 703 thousand apartments. In absolute terms, sales decreased by 195,000 apartments. Demand grew mainly only in the Far Eastern and Siberian federal districts.
In which regions did sales increase?
Among the regions that are in the top 10 in terms of construction of new buildings, demand in the primary market grew only in the Leningrad Region and the Krasnoyarsk Territory. In general, in all other regions, where more than 7 thousand apartments in new buildings were sold last year, sales fell.
In the Leningrad Region, in 2022, sales of apartments in new buildings increased by almost 8%, from 21.6 thousand to 23.3 thousand DDUs. In the Khabarovsk Territory in 2022, almost 21% more apartments were sold than a year earlier. The main sales in this region occurred at the beginning of last year, therefore, excluding the first quarter, sales growth in the region amounted to only 2%. In Buryatia, demand almost tripled last year - from 1.2 thousand to 3.6 thousand apartments. Moreover, the largest volume of DDUs was concluded in the third quarter, when almost 1.8 thousand apartments were sold in the republic.
In Buryatia, Yakutia and the Khabarovsk Territory, the development of the primary market is greatly influenced by the Far Eastern mortgage, which, on the one hand, leads to an increase in supply, and on the other hand, heats up demand in these regions, recalls Zaitsev. At the end of July, the government expanded the Far East Mortgage program, allowing doctors and teachers, regardless of age, who have worked in the Far East for at least five years, to take loans under it. “The availability of housing under construction in these regions is still below the Russian average, so such surges in demand are fully justified, among other things, by the existing need to improve housing conditions,” the Floors note. Among the Far Eastern regions, sales also increased in the Amur Region (by more than 80%, to 1.5 thousand) and Sakhalin (by 28%, to 1.6 thousand apartments).
In 12 out of 19 regions where new-build sales increased last year, less than 2,000 apartments were sold last year. In these regions, in general, multi-apartment construction is not very developed, and in some of them, the majority of the population lives in individual houses. Sales increased in Dagestan (2.4 times, up to 1.9 thousand apartments), Tomsk region (by 24%, up to almost 1.6 thousand apartments), as well as in the Ivanovo and Novgorod regions - by 19 and 11% respectively.

How sales have changed in the most developed markets
By the number of apartments sold among the regions of Russia, Moscow, the Moscow Region, St. Petersburg and the Krasnodar Territory continue to lead. Of these, sales fell less in Moscow - by 15%, to 122 thousand preschool institutions, and in St. Petersburg - by 18%, to 62 thousand.
