Details about the main. What Lukashenka demanded from the government and what instructions were given in the social sphere

ALEXANDER LUKASHENKO Alexander Lukashenko 12

President of Belarus Alexander Lukashenko held a meeting with the leadership of the Council of Ministers on June 22. The HEAD of state meets with the government at regular intervals to discuss the work of the economy. This time, the meeting was held in an expanded format to discuss other issues: from attracting investments and the situation in agriculture to road construction and the social sphere. All the details are in our material.

On the first results of the economy

Opening the meeting, Alexander Lukashenko noted that the gross domestic product has made 100.9% for five months. "There is a positive growth rate of investments in fixed assets, they added 2.5% compared to last year. However, so far this is a weak foundation for fulfilling the set targets even for half a year," he said.

The President asked the Prime Minister whether all indicators showed positive dynamics, whether they managed to fully overcome last year's difficulties (logistics and transaction costs, the search for new partners and markets). He also asked how the target tasks are being carried out.

“I expect a detailed breakdown from the First Deputy Prime Minister, where the government sees reserves for increasing investment growth by the end of the year, which is already 120%. And also about the effectiveness of implementing the concept of “one district - one project,” the head of state added.

Touching upon the situation in the industry, Alexander Lukashenko noted good results, but stocks are over 76%. "There are no qualitative shifts in woodworking. The work on the development of the Russian loan for integration projects is moving sluggishly . Please report on the measures that have been taken to correct the situation," the President said.

On investments and the thematic bill

The head of state was submitted for consideration a draft law on promoting and stimulating the implementation of investment projects. According to the developers, it will help correct the situation and increase the volume of investments. As the President stated at the meeting, the document should be carefully studied before it is sent to the parliament.

“In fact, the presented law replaces Decree No. 10, which served as a legal basis for almost 15 years,” the head of state noted. “At one time it was a breakthrough document. Over the past years, representatives of 20 countries have invested over $8 billion. projects".

But over the past few years, the volume - both external and internal - has been declining, which does not have the best effect on the economy, Alexander Lukashenko drew attention to.

“Of course, any country today is trying to provide investors with attractive conditions. We also need to create competitive advantages so that money is invested in promising, high-tech, innovative production right here, in Belarus,” the President said. “I am not against reasonable innovations, I am always ready to support them.” "However, report in detail about the essence and the expected effect. Whom is the bill aimed at?"

Alexander Lukashenko

“In the current geopolitical circumstances, it is difficult to count on the arrival of Western investors in the Belarusian economy. Let's focus on others: Eastern, Asian, African, and so on,” Alexander Lukashenko noted.

At the same time, the President recalled an important rule: social responsibility should prevail in any project - full-fledged employment for employees, decent wages, a wide social package and, of course, payment of taxes.

“Just come here, as they used to say, and suck all the juice out of the people, squeeze out everything that is possible by paying a penny (they don’t pay taxes, but the workers, say, $500), and withdraw the main profit in the form of dividends to "unfriendly countries. I don't think we need such projects," Aleksandr Lukashenko stressed. "We should come here not as to a banana republic, but as to a normal high-tech, highly developed one, and we must work primarily with our investors."

On the situation in agriculture in the current weather conditions

Describing the situation in agriculture, the President drew attention to the fact that due to lack of rain, the soil has dried up not throughout the country, but in certain areas. "It's just here, near Turchin (the governor of the MINSK region. - Approx. BelTA), who sinned before the Lord God, and around me (I don't know what I sinned in), where I live, on higher soils, of course, it's dried up," Alexander Lukashenko noted.

However, this is not at all a reason for all responsible persons to weep and say in advance that the agricultural year will be a failure, the President is convinced. “I understand what is happening. Yes, it has dried up in certain areas. First of all, grains and grasses have suffered a little,” he said.

In this regard, the head of state gave timely instructions to the government, including the re-sowing of grassy fodder, with which the situation causes the greatest concern, unlike cereals. “If we don’t receive some amount, 200-300 thousand tons of grain, today our neighbors have a surplus. We will always buy grain. Moreover, today grain is offered at very low prices, sometimes even below our cost. It even makes sense to buy,” - says Alexander Lukashenko.

"That is, there is no catastrophe, and this is recognized by the Deputy Prime Minister leading agriculture. It's just that now we need to find our bearings in time where it has dried up," the head of state emphasized, adding about the importance of strict adherence to the technological process in agriculture, which allows you to save crops and get a harvest even in difficult weather conditions.

About fixing the roads

“Another sensitive issue: our citizens are very worried about the quality of roads. What can I say, everyone is in cars, some have two or three per family,” the President said. “Yes, there was a time when Belarus reached a high level in terms of road surface and became an example for many in the post-Soviet space, but as soon as control was loosened a little, the situation began to worsen."

During his visit to the Grodno region in April of this year, Alexander Lukashenko already drew attention to the number of complaints from the population on this topic. “The relevant Deputy Prime Minister has been tasked with putting all roads in order and repairing them by 2023. This is a matter of questions,” Aleksandr Lukashenko stressed.

About state regulation in construction

The head of state recalled that back in January of this year, the government was tasked with simplifying the construction process in the same way as it had previously been done for individual houses.

"In the private sector, they reported to me that most of the problems - with access to communications, documentation, and so on - have been resolved and people are happy. Well, if so. But I doubt it. We will check this in the near future. I did not want the conversation to be similar later healthcare," the President said.

“In order to start building a high-rise building, a factory, an industrial facility, it is necessary to collect a dozen or two technical specifications from power engineers, the Ministry of Emergency Situations, HEALTH stations, local authorities and others. And then the same number of certificates must be obtained at the end of construction,” the head of state continued. see if we can refuse some references in some areas."

Alexander Lukashenko instructed the relevant Deputy Prime Minister and Minister of Architecture and Construction to work on this issue: "Sit down together and cut off."

Continuing the theme of the construction of apartment buildings, the President asked why it was impossible to solve the problem of long-term construction once and for all. “There are now 20 residential buildings in this shameful status, of which Natalya Ivanovna (Kochanova, chairman of the Council of the Republic and authorized representative of the head of state in Minsk. - Note by BelTA), you have in Minsk with Kukharev (mayor of Minsk. - Note by BelTA) - 17!" the President drew attention.

About assignments in the field of education

At the meeting, Alexander Lukashenko noted that the issues of the social bloc have been at the top of all the news for the past few weeks. "The results of the centralized exams seem to have been sorted out. The entrance campaign is underway. In the fall, as agreed, we will analyze its results and finally dot the i's," he recalled.

"It is impossible to return to education issues anymore," the head of state believes.

The President emphasized that final proposals should be made in the autumn: starting from textbooks, new, effective, intelligent, with writing and creating, and ending with education in universities, as well as final exams, basic schools, high schools and university admissions. "All questions must be settled," Alexander Lukashenko said.

About the situation in health care and rental housing for doctors

Recently, the head of state held a meeting on problematic issues in medicine. "The tasks - clear and specific - have been set. There should be no facts of mismanagement and lack of professionalism in the sphere responsible for the health of the nation," the President demanded.

“At the same time, I warned you, the minister and the government know this, the commission is working. True, it was inundated with complaints, as if it were a new center of the ministry, a new ministry. I want to turn to people and ask them not to load the commission, members commissions (there are 12-13 people) with issues that other authorities should decide - local authorities, the government, the ministry. Of course, they react to this, but they cannot replace everyone," Alexander Lukashenko said.

He also touched on the topic of local medicine: “All the governors rushed to throw dust in their eyes. They repaired the FAPs, district hospitals, allocated money, a stormy repair began. And make people happy."

The head of state continued: "Today we are returning to the instruction to give doctors the right to acquire rental housing." He recalled that at one time rental housing was created to solve problems in some cases, now they are proposing to make part of this housing ordinary, and a corresponding draft decree has been prepared.

In this regard, Alexander Lukashenko asked himself the question: "Why did they create this rental housing? People built it, bought it, let them build and buy it. But if we create rental housing, why sell it? I'm just raising the question, let's discuss it."

At the same time, the President expressed gratitude to the doctors: "Of course, they are great in the vast majority, they treat us, they deserve attention."

Along with this, the head of state believes that consideration of the issue should be postponed for the time being, and explained the reasons for this. “This proposal came after a huge number of deficiencies in the healthcare sector were revealed. Therefore, it’s not quite the right time. I think that we should return to this issue,” said Alexander Lukashenko. The details of providing rental housing for ownership will be considered when the ministers and the government report that all the shortcomings have been eliminated, then we will consider this issue."

At the same time, the President drew attention to the fact that there are other categories of workers who live in rental housing and can also raise such questions.

About child benefits and negligent parents

During the meeting, Alexander Lukashenko touched upon the issue of using child allowances. The President noted that the state spends a lot of money, but there are parents who simply drink this money away.

“We are allocating a lot of money to support children,” the head of state noted. “Now in almost 10,000 families, children are recognized as being in a socially dangerous situation. 10,000 families cannot watch their children properly. And the children are suffering."

Alexander Lukashenko demanded that child allowances reach the children, and not go to the parents for a bottle, and all due measures must be taken for this. In this regard, the head of state stressed: "The system must be set up clearly - in no case should children be deprived, and irresponsible parents should be brought to their senses."

On the organization of the II Games of the CIS countries and focus on results

Alexander Lukashenko set the task of holding the II Games of the CIS countries at the highest level. Competitions will be held from 4 to 14 August in 11 cities of Belarus. “Under the current conditions, this sports festival is of particular importance for Belarusian athletes and a wide circle of our friends who have confirmed their participation,” the head of state said.

He also demanded: "We must not only hold the Games at the highest level, we must once again show that Belarus is an open and peaceful country where comfortable and safe conditions for people have been created."

“But the main thing is what result we will show,” Alexander Lukashenko is sure. “We have no moral right to perform badly at these Games.”

On (non)fulfillment of tasks and agreements with the government

The President focused on problematic issues: the workload of warehouses, large accounts receivable , the slow development of new markets.

According to the Prime Minister, the growth rate of the gross domestic product amounted to 100.9%.

"Did you have to?" - asked the head of state.

"For the time being, our task is only 102.6% through June," said Roman Golovchenko.

“But we feel what will happen in half a year. You needed 102%, and you need 101%,” Aleksandr Lukashenko noted.

"But in pure May (May to May) - 7%. Therefore, I think that if not completely, then at least we will reach a figure close to the plan for half a year. The flywheel of the economy is now spinning," said Roman Golovchenko.

"Roman Alexandrovich, let's publicly agree so. So that you don't get offended. I'm not 38 years old when I formed the first government, and not 45. If you don't meet the targets we reached this year, you're all right (you are the first and the first Deputy Prime Minister) resign. Here, so that journalists can see, people understand. Because it looks funny. I have feedback on my meetings. Smart people with whom I communicate, experienced people, say: "Why are you soul, heart tear yours? We see some officials on TV, but they don’t care. I don’t think it’s true, but it’s probably out of place to simply grind water in a mortar,” Alexander Lukashenko said.

“If you do it, thank you, orders, awards. If you didn’t do it, you need to act like a man. Therefore, let’s agree on this so that there are no offenses later,” the President emphasized.

"Good," the prime minister agreed.

On the situation in the markets and new industries

Prime Minister Roman Golovchenko reported on the situation. According to him, in five months the economy has reached the target growth trajectory. The foreign economic balance for January-April amounted to $203 million. It is expected that its volumes will increase based on the results of the half-year.

The greatest contribution to GDP growth is provided by the growth of value added in industry.

The head of state inquired about the availability of stocks at enterprises. According to the President, the current situation worries him and he wants to understand how serious this issue is.

Roman Golovchenko noted that there is a problem with the sale of certain types of dairy products. There are almost $400 million worth of products in warehouses . According to him, this situation is primarily due to the price factor in foreign markets, as well as productivity growth in the main market - in RUSSIA.

“But experts say that this is not tragic, the phenomenon is temporary: the price in the Chinese and Asian markets in general has begun to grow. In general, we are working on changing our strategy for the development of the dairy and MILK processing industry,” Roman Golovchenko said.

The head of state stressed that one should not focus on one or two markets, one should also go to other countries. At the same time, not only to supply the same powdered milk for EXPORT , but to build small factories in other countries for its processing and produce other types of dairy products. "We need to go to other markets, we can't sit on one or two markets today," he stressed.

According to the Prime Minister, some industrial enterprises also have large stocks. In particular, a serious problem for Atlant was the fall in demand in Russia for Belarusian refrigerators and freezers. This is due to both the generally low level of sales of durable goods in this country and the massive entry of new manufacturers into the Russian market, primarily from CHINA . Atlant has decided to make a maneuver so far: to reduce the production of refrigerators and focus on the production of washing machines, the demand for which is currently high.

“We probably missed a little moment, because the capacities that unfriendly countries have left are slowly being replaced by Russian and Chinese manufacturers. Together with the Ambassador to Russia, we analyzed the capacities that still remain in Russia, abandoned We need to choose and actively enter these areas now in order to organize production, form a profit center there and supply kits and equipment from Belarus there," Roman Golovchenko said.

"This is a strategy. We discussed it, there is nothing new in it. Not only in Russia - wherever possible, we need to create our own capacities, production facilities, if it is beneficial for us, and act," Alexander Lukashenko stressed.

Summing up the results of the meeting, the President stated that the government and the economy are working today, but there are problems that could seriously affect the situation in the future. The head of state noted that they need to be seen and resolved in time. At the same time, Alexander Lukashenko once again recalled his demand: no talk about sanctions, they cannot serve as an excuse. Also, the President believes, it is worth looking for more potential in the governors.

“I am far from saying that everything failed. But there are questions and problems that must be solved,” Aleksandr Lukashenko summed up.
