After a decree was issued at the federal level on the creation of quarantine zones, the regional authorities began to develop a corresponding bill. it is expected that after the initiative comes into force, Khabarovsk residents will be prohibited from keeping poultry within a radius of five kilometers from enterprises. Municipal authorities will monitor this.
Buffer zones around poultry farms will be created to protect the industry from outbreaks of bird flu. Now people who live near such enterprises can safely raise, for example, chickens or ducks, but soon they will lose this opportunity. The regional authorities are developing a corresponding document.
— Up to 100 percent of the livestock of agricultural and poultry will be confiscated on farms of all forms of ownership in the buffer zone. It is necessary to ensure a transition to alternative types of livestock farming. It is also planned to introduce a ban on the cutting of wild poultry, as indicated in the draft regulatory act being developed by the regional government.
It is assumed that buffer zones will be established around three enterprises: JSC PPZ Khabarovsky, LLC Promopttorg, JSC PTF Komsomolskaya. Two of the three indicated poultry farms are located in the regional center: one is in the village named after Gorky, and the other is in Berezovka. Within a radius of five kilometers from these territories, after the document comes into force, monitoring will be carried out to identify the corpses of birds, including synatropous birds: pigeons, sparrows, crows, and so on.
“We will also recommend that the administrations of Khabarovsk, Komsomolsk-on-Amur, as well as the Khabarovsk and Komsomolsk municipal districts work with residents of settlements to inform them about the need to comply with the buffer zone regime,” the documentation says.
Let us remind you that the proximity to poultry farms, even in the absence of a buffer zone, has one more disadvantage: an unpleasant odor. In particular, residents of the Gorky village constantly have to endure a terrible stench from a local enterprise. This year, ecologists, representatives of the ONF and the environmental prosecutor’s office visited the site. As a result, there was a promise to solve the problem in the spring of 2026.
