Сейчас Минсельхоз готовит поправки, изменения коснутся потребности в регистрации животных, а также требований по оценке быков. Будут использованы немного другие подходы, которые позволят нам более правильно сделать оценку работы самого племенного хозяйства. Проект пока достаточно сырой, поэтому на обсуждение его пока не выставляем, это будет позже», – заявила спикер.
She explained the “dispute” between breeding farms and the department regarding bull evaluation requirements. The annex for breeding farms defines indicators “based on the proportion of use of bulls.” According to the document, 20% are breeding bulls in the herd, which are not recorded by the Ministry of Agriculture in any way in the form of requirements, and breeding farms independently make decisions on them to achieve the breeding goal. 30% are bulls that are in their first year of evaluation and 50% are graded bulls.
“Today there are many complaints about this approach. All this is wrong, says part of the tribal community, it needs to be done differently. But how? No one has yet come to us, no one has brought an analysis of the calculation of these indicators, at least using the example of one farm, to discuss. Come, we are open for discussion,” Galina Safina addressed the community.
At the same time, she added that the algorithm for assessing sires, which has been running for the second year, is carried out according to the methodology approved by the EEC.
Speaking about the organization of artificial insemination of farm animals, the expert recalled that in 2022 the state allocated 812 million rubles for the reproduction of the herd. From a financial point of view, such support is more than enough. The Ministry of Agriculture will be more strict with the management of breeding enterprises regarding the efficiency of spending funds.
“Starting next year, when the regions present a list of budget recipients in February-March, the approach to allocating funds will be different. A quantitative indicator will be taken into account, how many bulls you have and what breed, as well as mandatory registration in the appropriate system registry. And this is your interest,” explained Galina Safina.
According to the data presented for 2022, in the Russian Federation there are 41 organizations for artificial insemination of agricultural animals (live breeding bulls - 1520 heads), including JSC "GCV" 22 (1067 heads).
1,366 HEAD of breeding bulls were subsidized. The total volume of state support is 353.1 million rubles, the average rate per 1 bull is 258.5 thousand rubles. The volume of funds from regional budgets for domestic seed is 208.2 million rubles, imported – 250.3 million rubles.
The expert named two main problems affecting the breeding industry.
The first is that “it turns out to be weak” to organize work on reorienting breeding resources for the reproduction of herds to domestic ones. Thus, in 2022, domestic production of semen from sires amounted to 34% (3.4 million doses), imports amounted to 66% or 6.6 million doses, including 62% from the Holstein breed. The number of foreign doses in 2022 was the maximum, in 2021 – 4.8 million doses, 2020 – 4.5 million doses, 2019 – 3.5 million doses. Main importers: usa – 62.7%, CANADA – 30.4%, UK – 2.8%.
Own generation of breeding young stock last year amounted to 91.5% (200 thousand herd repairs, 90 thousand sales), import 8.5% - 26.8 thousand heads, of which 94% are Holstein breeds. 42% of imports are imported from Denmark, 24.8% from Germany, 16.9% from the Netherlands.
According to the speaker, the second problem is the database.
“By mid-year we receive annual reports. We use this data because we have no others. We see a lot of inconsistencies. For some time we can turn a blind eye to this, but this time is coming to an end. By the end of the year, we will have a model of our future system in hand, and our four pilot regions for dairy, beef cattle and horses will begin to provide the data we need there. And we will begin to compare what actually happened and what was in the yearbooks. The picture will be interesting. You don’t need to do anything now, let’s go with us along this path, I ask you not to make any unnecessary movements,” added Galina Safina.
