Thus, the enterprise does not have a sanitary checkpoint for personnel at the entrance to the territory of the parent flock maintenance workshop, the industrial flock workshop (laying hens), or the rearing workshop. In the slaughter and processing area, as well as when entering/exiting the territory of production sites, including the hatchery area, there are no disinfection barriers for processing transport and disinfection blocks for containers and transport. There is no complete fencing of production sites on the territory. In the halls of the slaughter shop and the semi-finished products production shop, the tiles on the floors and walls are chipped/missing in places, the paint is chipping off the walls, which does not allow for proper disinfection. Poultry is fed with feed that has not undergone heat treatment, and synanthropic birds live on the territory of the poultry farm, which can cause influenza.
The poultry farm also produces products with incorrect production dates. For example, during an inspection of ovipositor No. 1 (SGP No. 1) on 03/19/2024, the presence of packaged food eggs was found, the labeling of which indicated the sorting/packaging dates of 03/20/2024, 03/21/2024, 03/22/2024 ., there were no production veterinary documents for these eggs . When labeling packages with dates that do not correspond to the actual production of the product, the expiration dates change, which is unacceptable.
These facts indicate a violation of the requirements of the Law of the Russian Federation “On Veterinary Medicine”, Veterinary Rules for Keeping Birds at Closed Poultry Farms (Poultry Farms), Veterinary Rules for the Implementation of Preventive, Diagnostic, Restrictive and Other Measures, the Establishment and Lifting of Quarantine and other restrictions aimed at preventing the spread and the elimination of foci of highly pathogenic avian influenza, Veterinary rules for the movement, storage, processing and disposal of biological waste, Technical regulations of the Customs Union “On the safety of food products”, “On the safety of poultry MEAT and its processed products”. The poultry farm was issued an order to eliminate the identified violations.
it is worth noting that in February 2023, the Department also carried out a scheduled on-site inspection of the Pyshminskaya Poultry Farm CJSC, as a result of which the company was given recommendations on the need to eliminate violations of veterinary rules at the enterprise. During the period from 2023 to March 2024 , officials of the Department carried out 2 preventive visits to CJSC “Pyshminskaya Poultry Farm” and announced 7 warnings about the inadmissibility of violating mandatory requirements. Additional preventive measures have been organized to clarify veterinary legislation. 7 information letters were sent on strengthening preventive measures against avian influenza: mandatory heat treatment of feed by poultry farms; the presence of effectively operating entry and exit disinfection barriers and sanitary checkpoints and the exclusion of the presence of synanthropic birds at the enterprise. But, despite the preventive measures taken, Pyshminskaya Poultry Farm CJSC did not comply with all of the above recommendations on the need to comply with the mandatory requirements of the Veterinary Rules.
On April 10, 2024, the Office of ROSSELKHOZNADZOR brought ZAO Poultry Farm Pyshminskaya to administrative liability under Part 1 of Art. 14.43, part 1 article 10.6, part 3 art. 10.8 of the Code of Administrative Offenses of the Russian Federation with the imposition of a fine.
