The President noted that he had to deal with cultural workers more than once, but this is a very complex and unique sphere, with tough competition. Moreover, all the people are creative. Therefore, it is practically impossible to please everyone when making certain decisions.  
Alexander Lukashenko drew special attention of the new minister to the sphere of cinematography, recalling that it is considered the most important of the arts. "What is happening in our cinematography is simply a disgrace. This is unacceptable. We have slipped, we have begun to look worse than the Soviet period, when we paid serious attention to cinematography. WITHOUT SCIENCE - NOWHERE. How to get more significant returns for the country from the NAS and where the government is failing On December 3, the President met with the working group for the analysis of the activities of the National Academy of Sciences. 
The issue is serious and of paramount importance for the country - how domestic science, primarily academic science, will develop. Alexander Lukashenko is focusing on the fact that the return on the scientific sphere and specifically the Academy of Sciences should be an order of magnitude greater.  
"We will not be able to develop the country further without science. We have already done everything that we could squeeze out intensively and extensively from what we have in the country, primarily in the economy. We must continue to develop based on science. Without science, we cannot go anywhere. 
Investments in science and technology have become a key condition for the well-being of the state, a guarantee of progressive competitive development," the head of state emphasized. "Without effective academic science, the country's development will be problematic. But with science like ours (the National Academy of Sciences), we will not accelerate and will not achieve success."   
According to the President, this conclusion follows from the materials presented to him. He explained that he had received reports on the state of affairs in the scientific community not only from the working group headed by the Chairman of the State Control Committee Vasily Gerasimov, but also from the leadership of the National Academy of Sciences. Of course, the assessments and their tone may differ, but that is why they gathered, to discuss the key problems of academic science and find ways to eliminate them. 
Alexander Lukashenko considered it right to first meet with the working group on the analysis of the activities of the National Academy of Sciences, to analyze the provisions of the National Academy of Sciences report with specialists and scientists. The next stage of the work will be a meeting at the Academy of Sciences with an invitation to members of the government, the State Committee for Science and Technology, and other interested parties, in order to make final decisions on the further development of academic science in the country.    
On monetization and payment to scientists for results The state expects results from scientists. And 
the scientists themselves seem not to be against giving them. But, as always, the financial question arises. And here, to put it simply, a classic dilemma arises: “Money in the morning, chairs in the evening” or is it the other way around?  
But it cannot be said that during the years of the country's sovereign development, Belarusian science was financed on a residual basis or that it was not given due attention at the level of the President and the government. As for the money, it has been allocated for years, although not astronomical, but certainly not small. And there is nothing to say about attention - there is always enough of it, and the NAS itself was preserved solely by the efforts of the President in his first years at the helm of the country. 
So what is the matter then? This is the issue that still needs to be fully sorted out. But the facts are already voiced at the meeting are enough to understand it as a first approximation. For example, only a small percentage of the total amount of state funding is directed to practice-oriented programs, which is also due to the need to maintain the cumbersome structure of the National Academy of Sciences. At the same time, the Academy acts as both the customer and the executor of scientific programs, and evaluates them itself. Hence the large number of developments that are simply gathering dust on the shelves.  
"Unfortunately, the Academy of Sciences has not become the driver of the advanced scientific and technical development of the country at the current stage. We have critically few breakthrough scientific achievements," the head of state stated. "We do not see the return we expected from the activities of the Academy. There is no monetization of research and development of the Academy of Sciences. And this is the main criterion for assessing effectiveness." 
There is a point of view that science should be given more money. To this, the President reasonably noted: "If there is a result, no one will work for free. We will not remain in debt."   
Among other topics, Deputy Chairman of the All-Belarusian People's Assembly and member of the working group Alexander Kosinets drew attention to the issue of remuneration of scientific and pedagogical staff at the meeting. He believes that the salaries of the teaching staff should not be lower than those of miners. 
"Let's not agitate. To say that corresponding members and miners need equal salaries is populist. You have not named a single source. Should we take money from miners and give it to scientists? I would like to see proposals on where to get it. This will be important," Alexander Lukashenko noted. "Maybe our doctors and academicians, candidates, really do not earn 
the rightsalaries, we need to increase them fivefold (we just don't know where to find the money). We proceeded from the fact that there should be a result. And in no case should we skimp on money for the result." "It's not about salaries. Will everyone be on salaries? Will we pay doctors and candidates 8-10 thousand, and everything will be fine? And what should we pay for? “I am not against people receiving, but the money must be earned,” Alexander Lukashenko clearly outlined the approaches.    
On the government's colossal shortcomings The head of state drew attention to the shortcomings in the activities of the National Academy of Sciences, but at the same time emphasized that the problems mentioned apply not only to the Academy of Sciences, but also to the State Committee for Science and Technology and industry ministries. “Maybe even primarily to them,” said Alexander Lukashenko “Where is the. coordinating and managing role of the State Committee for Science and Technology? But this is the main function for which it was created." 
According to the President, an analysis of scientific programs shows that ministries do not actually participate in them. They are practically not among the customers. "And these are governments. Is there really no demand for scientific developments in the industries?" the head of state asked rhetorically. "In the government, Roman Aleksandrovich (Golovchenko, Prime Minister. - BELTA note), they work like temporary workers: from day to night - and that's fine. And then? And what about the future? You can't do without science." 
"How could it be allowed that such in-demand, for example, and the most state-funded areas, such as drones, space, digital and biotechnology, are literally given over to the mercy of the Academy of Sciences itself?" Alexander Lukashenko continued. "It is its own customer, executor and controller. How can we do without practitioners in these areas who understand what the economy needs?" Therefore, as the President noted, there is no result, no one to blame - there is no one to hold accountable. 
On the proposals of the working group  " Research for the sake of research, if it does not meet the objectives of the country's development, is a Sisyphean labor," emphasized Alexander Lukashenko. 
The question is how to ensure that the scientific sphere produces results that meet the needs of the real sector of the economy. new five-year plan, science in all its forms - academic, industrial, university - should be practice-oriented, focused on the same result as the country's

The second report of the working group on the analysis of the activities of the National Academy of Sciences of Belarus with proposals for improving its work was submitted to the President for consideration. Vasily Gerasimov spoke about this at the meeting.
Firstly, it is proposed to approve priority areas of scientific, scientific-technical and innovative activities at the level of the head of state, on the basis of which state programs of scientific research and scientific-technical programs will be formed for the next five- year plan. The corresponding draft decree, after revision, will be submitted by the government for consideration by the President. 
Secondly, it is proposed to instruct the Council of Ministers to organize control over the presence of a scientific and technical block in the industry strategies of ministries for the corresponding content of programs, scientific research and scientific and technical programs. 
"The Academy will remain a customer only in its areas according to the charter. For example, nano- and biotechnology, space and others. Or it can initiate topics before the ministries. In such conditions, academicians will have to interest a specific industry minister in their development, who will first think carefully and calculate how he will implement it in production and what effect will be obtained in the end. This will increase the responsibility of ministries for the high-quality content of programs focused on results," - Vasily Gerasimov voiced one of the key proposals.   
Third, at the ministry level, it was proposed to develop at least one significant scientific and technical program for the formation of a new economy for the country and at least one significant project for inclusion in the state program for innovative development for the next five years . Incidentally, this is essentially similar to the presidential initiative. 
Other participants in the meeting also voted on their proposals, which concern various aspects of scientific activity. All of this still needs to be comprehensively summarized and analyzed before making final decisions.

  Minsk hosted a meeting of the Supreme State Council (SSC) of the Union State on December 6. The timing was not accidental - on the eve of the 25th anniversary of the signing of the Treaty on the Establishment of the Union State. On this occasion, Alexander Lukashenko, as Chairman of the SSC, emphasized that the Union State had taken place and clearly demonstrated the success of this unique interstate association.   
Even on the eve of the meeting, the working agenda at the Palace of Independence was devoted to the upcoming large-scale event. Alexander Lukashenko first of the Union State Dmitry Mezentsev, noting the need for countries to be bolder in working together in various areas and, most importantly, without bureaucratic red tape. "Today we can confidently state that in 1999 our calculations were correct: only in the union "two" were we able to fully realize all the accumulated experience and potential on the principles of mutual trust and partnership," the Belarusian leader said at the VGS meeting. "A unique world experience has been created: "two countries - two economies - one economic space." This experience has been tested by time and has proven its worth."

In his speech, Alexander Lukashenko outlined several further developments of the integration association. "First of all, it is necessary to remove the ballast of problems around which we have been marking time for many years. Such problems exist," he said. "I believe that the number one task is to implement a single economic policy and ensure equal rights for citizens in our union space. We have not yet managed to reach the level of self-sufficiency and independence of our association, at which we could carry out long-term planning of our development and would be protected from external conditions and various challenges." 
On a single economic policy According to Alexander Lukashenko, the tools for solving this problem are clear: a coordinated industrial policy, common approaches to ensuring food security, a single energy market, systematic achievement of technological sovereignty and rational import substitution. It is also important to remove the remaining obstacles in bilateral trade, the President emphasized.
"We have already started implementing joint projects in such areas as microelectronics, machine tool manufacturing, aircraft manufacturing, and shipbuilding. But we are not moving very fast yet. Only 27 import-substituting projects are being implemented today. For the combined market of Belarus and Russia, the volume of which is estimated at $2 trillion in combined GDP, this figure should be, I think, hundreds of times larger," said Alexander Lukashenko. 
Both Belarus and Russia will benefit from such projects, the head of state is convinced. In both countries, thanks to cooperation, new jobs are being created, and new innovative 
products are appearing. 
Another significant step in the union construction was. 
"For the functioning of an equal and fair economic environment, we expect the earliest possible launch of combined gas, 
oil , and oil product markets. We have launched 
work in these areas," the President said. On Ensuring Equal Rights of Citizens But no matter what goals Belarus and Russia pursue when building the Union State, its main target audience is their citizens, Alexander Lukashenko emphasized.  
"Those who believe in us, trust us, count on an attentive response to their needs and requirements. "Over the past quarter century, much has been decided in matters of migration, social and labor relations, and healthcare." 
Thus, there are no restrictions on movement within the territory of both states. Equal rights are ensured in the areas of labor activity, recognition of work experience, and labor protection. Pension and social insurance issues are regulated. All citizens are provided with emergency and urgent medical care. In 2023 alone, about 60 thousand Russian citizens received medical care in Belarus. 
Support is provided to families with children and certain categories of the population. 
"And what makes us very happy is that Belarus is the most attractive country for tourist trips for such a giant country as Russia on any holidays and in general," the President said. "But much remains to be done. Each person should actually, without restrictions, experience all the advantages of our union." 
On transport and logistics, Alexander Lukashenko noted that Belarusian 
EXPORT cargo went through Russian ports, which brought mutual benefit. On the one hand, this solved Belarus' problem of organizing export logistics, on the other, it gave a significant increase in the profits of Russian companies. 
"But there are still a lot of unused reserves. The next step is the implementation of the Northern Sea Route project. We have already tried cargo along this route - it works well," the President said. 
Russian partners are also working on a pilot project to create a high-speed railway line

Russians, together with other peoples of the former USSR, with those who share these values, will celebrate the 80th anniversary of Victory in the Great Patriotic War.

"We are reproached: nuclear weapons, nuclear weapons - deployed and so on. This (Oreshnik - BELTA note) is not a nuclear weapon, but a very effective one." Vladimir Putin, in turn, said that, taking into account the existing agreements, including those signed at the current VGS, he considers it possible to deploy these systems in Belarus. "This will become possible, I think, in the second half of next year: as serial production of such systems in Russia increases and as these missile systems enter service with the Russian strategic forces. These systems will enter service with the Strategic Missile Forces ( Missile Forces - BELTA note) of Russia and, in parallel, we will begin their deployment on the strategic territory of Belarus," the Russian President said. 
He is confident that the deployment of such systems in Belarus will be associated with minimal costs for preparing the infrastructure. "Despite the fact that they will be part of the Russian Strategic Missile Forces, the determination of targets for destruction on the territory of a potential enemy will, of course, remain the responsibility of the military-political leadership of the Republic of Belarus. This is obvious, I believe," Vladimir Putin supported the position of his Belarusian colleague on the second part of the request. 
Alexander Lukashenko said that he was very satisfied with such an answer. "I took advantage of our friendship in the sense that if you want to get something from Putin, make him promise something publicly," the Belarusian leader concluded.
