The Office of the Rosselkhoznadzor for the Omsk Region held a public discussion of the results of law enforcement practice for the 3rd quarter of 2021

The event with the participation of representatives of the Ministry of Agriculture and Food of the Omsk Region, the State Veterinary Administration of the region, the Omsk Customs, the Department of Agriculture of municipal districts, public organizations and large business entities was held on December 19 via videoconference.

Oleg Podkorytov, HEAD of the ROSSELKHOZNADZOR Office for the Omsk Region, noted that a new federal law 248-FZ “On state control (supervision)” came into force on July 1. The new approach is based on the principles of efficiency and reasonableness in the implementation of state supervision.

In addition, in June 2021, the previously adopted Federal Law came into force in terms of improving state control (supervision) in the field of safe handling of pesticides and agrochemicals, which Rosselkhoznadzor returned control in this area.

The agency has more and more leverage to ensure the safety of products of plant and animal origin.

At the moment, 14 control and supervisory activities have been carried out in the field of agrochemistry. As a result, in 11 cases, it was revealed that agricultural producers did not comply with the established regulations for the use of pesticides and agrochemicals: dosages of preparations were violated, crops were processed that were not provided for by the regulations for use, and also without taking into account the phase of plant development.

Oleg Nikolayevich stressed that in terms of biological waste disposal, a difficult situation is developing in connection with the closure of the Kormilovsky waste plant, the largest in the region. Related issues contributed to the fact that MEAT processing enterprises that carried out illegal activities in unsanitary conditions fell into the field of view of the supervisory authority. Taking into account the fact that the products were supplied to social institutions, such a situation is unacceptable and such facts will be suppressed in the most severe way.

Maxim Strokin, Head of the Department of State Veterinary Supervision for Ensuring Animal HEALTH, Safety of Animal Products and Laboratory Control, joined the words of the head and head of the department of state veterinary supervision for ensuring animal health, safety of products of animal origin and laboratory control. He added that in the course of 1695 control and supervisory activities, 1287 violations of the legislation in the field of veterinary supervision were revealed. Due to the difficult epizootic situation with African swine fever and avian influenza in the Omsk region, violations of the rules for keeping pigs and poultry in household plots of citizens are of particular danger.

Since 2021, the Office of the Rosselkhoznadzor for the Omsk Region has been licensing activities for the maintenance and use of animals in zoos, zoos, circuses, zoo theatres, dolphinariums and oceanariums. These organizations must issue licenses by January 1, 2022. The Department has already issued 3 licenses for activities for cultural and entertainment purposes, 5 applications are under consideration.

According to the head of the land supervision department Yevgeny Goman, from July 1, 2021, the Department began to exercise powers in terms of state control (supervision) in the field of safe handling of pesticides and agrochemicals, and the first checks in this area revealed systemic violations that business entities allow: as a result of 14 control and supervision measures, violations were revealed in 13 cases.

In this regard, agricultural producers of the Omsk region are recommended to comply with the regulations for the use of pesticides and agrochemicals and ensure accounting of batches of pesticides and agrochemicals through registration in the information system - FSIS "Saturn".

Stepan Moiseev, Deputy Head of the Plant Quarantine Department, in his speech focused on the work on the issuance and control of phytosanitary certificates (FSS). Since the beginning of 2021, the volume of EXPORT cargo from the Omsk region amounted to 698.7 thousand tons, of which 635 thousand tons are grain and its products. More than 25,000 Social Insurance Funds have been issued and issued by the Department's specialists. Grain and products of its processing from the Omsk region are directly exported to 25 countries of the world, including the Republic of Kazakhstan (wheat, barley, peas and processed products, CHINA, the Republic of Kyrgyzstan, Latvia, etc. The high demand for Omsk grain is also facilitated by the fact that the area of ​​quarantine phytosanitary zones in the region is gradually decreasing. Rosselkhoznadzor has strengthened control over safety indicators, quarantine phytosanitary condition and grain quality when exported. For each shipped batch, all indicators are checked in full (special attention is paid to the content of GMOs and the residual content of active ingredients of pesticides used during the growing season).
