“This year we planned to put into circulation more than 25 thousand hectares of land. To date, the plan for putting land into circulation includes land plots with an area of ​​31 thousand hectares. At the same time, work to increase the planned indicators does not stop,” said Georgy Filimonov, Deputy Chairman of the Government of the Moscow Region, who is in charge of the Ministry of Agriculture and Food.
Now the Ministry, together with local governments, is compiling an additional list of land plots for withdrawal. Also, land plots are determined for state cadastral registration from non-delimited state property.
Until recently, a complex withdrawal mechanism did not allow productive use of leverage on unscrupulous land users, including stimulating them to properly use the land for its intended purpose and withdrawing it for involvement in circulation. Also, specialists will carry out work on the seizure of land from unscrupulous owners who use land for other purposes.
Changes in 101-FZ simplified the procedure and reduced the withdrawal period to 12 months instead of more than 3 years. In addition, amendments to the law ruled out the possibility of changing the owner of the site before the start of legal proceedings.
In 2022, 44 thousand hectares of unused land in 29 urban districts were put into agricultural circulation in the Moscow region .
The leaders in terms of the volume of agricultural land put into circulation were the Ruza urban district - 5,341 hectares, Klin - 4039 hectares, Shakhovskaya - 2653 hectares. The target figure for the past year was 40,000 hectares and was actually exceeded by 4,000 hectares.
From 2014 to 2022, more than 500 thousand hectares of land were put into circulation in the Moscow region.
