The IBS group of companies introduced a classification of countries from where an employee may or may not work remotely, IBS CEO Grigory Kocharov said in an interview with RBC.
According to him, all countries were divided into several categories: "forbidden", "permissible" and friendly. The latter include RUSSIA and friendly countries; banned countries are countries that have a negative attitude towards Russia, have imposed sanctions on Russian companies or are members of NATO, the EU, etc.; to acceptable - neutral countries.

“Everyone who left for banned countries had to return to Russia by November 10. We warned them that if they did not return, then they would be fired (how many there were, he did not explain. -). Everyone who left for the permitted territories must decide before January 1 what they will do next - stay there, move to Russia or to the permitted territory. If they remain in the eligible territories after January 1, then we will be forced to fire them. We are also trying to return those who are in the permitted territories to Russia, or at least make their trip temporary, ”said Kocharov.

Half of them did so out of "their own fears or concerns," Kocharov argues. “Some were afraid of mobilization. The guys got into a crisis for the first time, got scared, ran away. It’s unpleasant, but humanly, it’s probably understandable, ”he said.
Kocharov also emphasizes that some of the employees left for reasons that are not related to the start of a special military operation. “An employee's husband received a career promotion, he was transferred to the company's office in another country. What to do? The wife follows her husband. And this, perhaps, is a country that does not treat Russia very well. What now - to break the family? We consider some cases on an individual basis and find solutions by helping employees. Of course, caring for parents or restoring a family is an important reason, probably even more important than the company's position on which country is allowed, which is prohibited, ”he summed up.

The specified delay did not apply to the partial mobilization announced on September 21, but subsequently the Ministry of Digital Development won the right to defer the mobilization for those IT specialists who work full-time in accredited IT companies, as well as those whose specialty and areas of higher education were included in a special list of the ministry (includes 195 areas).

In early November, Maksut Shadayev, head of the Ministry of Digital Development, said that the ministry was currently formulating the terms of a program for the return of IT specialists to Russia. According to Shadayev, in this situation there is no question of “economic conditions”, and specialists should understand that they have “nothing to be afraid of” in Russia.
