According to the proposal of the European Commission, the ban should affect Russian citizens, residents and companies registered in Russia. They will not be allowed to buy, sell, transfer - directly and not - "property rights to immovable property located within the European Union." Actions with “parts of collective investments” will also fall under the ban.

The measure will affect all Russians who are not citizens of the European Union and do not have a residence permit in the EU. Citizens of Switzerland and countries of the European Economic Area will also not be banned.

The fact that the EU has formed another package of sanctions against Russia was announced on May 4 by the HEAD of the European Commission, Ursula von der Leyen. One of its main elements should be a ban on the import of all Russian oil . At the same time, the EU would like to refuse the supply of Russian crude oil within six months, and the import of refined products by the end of 2022.

Also, the sixth package of sanctions may include a ban on European courts and companies to provide services related to the transportation of Russian oil. This was reported by Bloomberg and REUTERS.

Sanctions will also affect insurance services. As Bloomberg noted, this is an extremely important point, since 95% of tanker liability insurance contracts are carried out through the International Group of Mutual Insurance Associations (Clubs) (International Group of Protection & Indemnity Clubs), which is registered in London and is obliged to comply with European law.

According to Bloomberg and Reuters sources, the European Union wants this part of the new, sixth package of sanctions to come into force in a month, in early June.

However, it is currently unknown whether the EU countries will be able to accept this package of sanctions. Some countries, in particular Hungary, object to the ban on oil imports. In Budapest, they said they would not vote for the sanctions package in the form in which it is now formed, since a ban on the import of Russian oil would undermine Hungary's energy security.
