The investigation established that the Berezniki employee of a subsidiary of Russian Railways JSC agreed to “minimize the number of rejected cars” for a fee.

Tarasov was charged with accepting a bribe on a large scale (clause “c”, part 5, article 290 of the Criminal Code of the Russian Federation). The maximum punishment for this especially grave crime is from 7 to 12 years in prison with a fine of up to 60 times the amount of the bribe, that is, up to 12.3 million rubles.

Master Tarasov pleaded not guilty. The Berezniki City COURT twice - on September 30, 2021 and February 24, 2022 - found flaws in the indictment and returned the criminal case to the Perm Transport Prosecutor's Office.

“There is every reason to consider a criminal case. Deficiencies are removable. Tarasov received money as an official,” prosecutor Svetlana Gubanova said on April 26 in the appeal instance of the Perm Regional Court.

“There are contradictions in the indictment. it is not clear whether Tarasov had the appropriate authority. Or gave instructions to subordinates to make records on the suitability of the cars. They belong to high-risk vehicles and this is the personal responsibility of the inspectors. Tarasov’s duty is to exercise control, nothing more,” objected lawyer Mikhail Kuzminykh.
