Photo by RUE Beltamozhservice January 29, Brest. A unified mechanism for using navigation seals to track certain types of road transport across the territory of the Union State has been in effect in Belarus and
RUSSIA since January 27. The Brest-Beltamozhservice TLC showed journalists how the process is organized, BELTA reports. The navigation seal
ensures online tracking of cargo along the entire transportation route from the moment the device is hung until
it is removed. It also warns of unauthorized access attempts to the cargo compartment, which minimizes the possibility of theft and embezzlement of cargo during transportation, and eliminates the illegal involvement of certain categories of goods in circulation. The necessary data is transmitted to a specialized information system.
RUE Beltamozhservice has been designated as the national operator for tracking transportation in Belarus, and the Center for the Development of Digital Platforms LLC in the Russian Federation. Navigation seals are required when importing such categories of goods from third countries as alcoholic
beverages , tobacco products, fur products, footwear, electronics, dangerous goods, etc. into the territory of Belarus and Russia.
The procedure is performed both for direct import and for "through" transit. A seal applied in Belarus is also valid in Russia. The same applies to a Russian seal.
Today, a truck with seal number 100 left Brest for Russia. There is also a flow of transport in the opposite direction. "The formation of a new transport and logistics infrastructure and the joint use of digital solutions is one of the priorities of interaction within the Union State and will improve the safety of transit transportation," said Dmitry Kovalenok, General
DIRECTOR of RUE Beltamozhservice.
To carry out transportation under navigation seals, you must register in the information system of RUE Beltamozhservice or a Russian operator (depending on the place of entry into the territory of the Union State), accept the offer agreement for the provision of services, submit an application and pay for the use of seals. For all questions, a hotline is available - a single number 197.
RUE Beltamozhservice notes that navigation seals are not a know-how of today. They have been used in Belarus since 2020. This mechanism has become an alternative to customs escort. Since the start of the project, more than 1.4 million navigation seals have been used.
The issue of using navigation seals in
the EAEU has long been raised . A phased introduction of tracking is envisaged, taking into account the categories of goods and the types of transport they are transported by.
Belarus and
Russiawere the first to start joint development of mechanisms. Since February 2023, navigation seals have been hung on vehicles transporting timber and wood processing products. The experiment has shown efficiency and maximum interest of business entities, extended until July 1, 2025.
"Beltamozhservice" as a national operator was at the origins of this process, - explained Dmitry Kovalenok. - We scaled it up as part of an experiment with the Russian Federation for certain categories of goods. Previously, a vehicle went to the border with Russia through Belarusian territory with a Belarusian seal, then it was removed and a Russian one was put on. Since January 27, we began direct operation to control cargo of certain categories both in Belarus and in the Russian Federation. A truck goes from point A to point B with one seal. Thus, now we have full traceability. The procedure has been launched, it will be improved."
