The European Union criticized the governments of member countries for bringing goods prohibited for export to Russia, Politico writes with reference to a letter from the European Commission (EC).
The document states that exports of sanctioned goods from the EU to countries outside the Union have increased since the beginning of the military operation in Ukraine . Before it, it was €3 billion; by mid-2023, the volume increased to €5.6 billion.
The EC warned governments of the need for “immediate, concerted and decisive action.” The leadership of the European Union promised to provide a detailed report on how companies evade sanctions, and warned of a meeting with representatives of the member states of the association in April to “assess the measures taken.”
The governments of countries belonging to the European Union are responsible for compliance with sanctions; they are controlled by the EC, Politico notes. The EU is currently discussing the creation of its own body that will monitor the implementation of sanctions, an official close to the negotiations told the publication.
In December, the UK announced plans to establish the Office of Trade Sanctions Implementation (OTSI), a unit that will monitor how companies comply with restrictive measures imposed, including against Russia. The Financial Times (FT), citing the British Ministry of Finance , wrote that in May 2023, more than 120 British companies voluntarily informed the authorities that they did not comply with anti-Russian sanctions .
The European Union approved the 12th package of sanctions against Russia in December. It included, among other things, restrictions on the import of non-industrial diamonds that were produced or processed in Russia. In addition, export restrictions were introduced on chemicals, lithium batteries, thermostats, DC motors and servo motors for drones, and import restrictions on cast iron, copper and aluminum wire.

Moscow calls the sanctions illegal and ineffective, but admits that the restrictions will remain in place for a long time. According to Russian authorities, the measures harm Western countries themselves. The Kremlin noted that Russian companies “have learned to protect themselves from risks.”
