
Germany , France , Poland , and other EU countries have prepared a draft joint declaration on the Russia-Ukraine conflict, "largely identical" to US President Donald Trump's proposal for a 30-day ceasefire. German Chancellor Friedrich Merz announced this at a press conference with European Council President António Costa, Tagesschau reports.
Merz said Trump told him about his plan during a phone call the previous day. "I expressed my support, and we believe [a ceasefire] is the right thing to do," he said.
European states are calling on Russia to agree to a longer ceasefire, which will "create the space necessary for a real peace plan." Germany and its EU partners will continue to support Ukraine and are ready, along with the US, to increase sanctions pressure on Russia "if necessary" and if Moscow does not agree to peace talks, Merz promised.
According to the Chancellor, everything now depends on Russia. "I hope that all parties involved will see this as an opportunity to move from a ceasefire to negotiations on a peace agreement," he added.
The Russian side declared a three-day ceasefire to commemorate May 9th . Ukraine did not officially support it and called for a ceasefire of at least 30 days. The day before, Ukrainian President Volodymyr Zelenskyy announced that his proposal, which "could provide a chance for diplomacy," remains in effect.
Trump endorsed Kyiv's initiative. "This ceasefire must ultimately lead to a peace agreement," he wrote after speaking with Zelenskyy, adding that non-compliance would result in sanctions from the US and its partners. US Vice President J.D. Vance, for his part, said the White House was committed to a long-term settlement.
The Kremlin noted that reaching an agreement requires effort, time, and Kyiv's participation in direct negotiations with Moscow. "The Ukrainian crisis is too complex to be resolved overnight." Russian authorities had previously stated that they were "generally in favor" of a 30-day ceasefire, "but there are nuances"—in particular, Moscow is interested in how Ukraine will use this time. On May 9, both Russia and Ukraine accused each other of violations, with the Russian side reporting attempts by the Ukrainian Armed Forces to break through into the Kursk and Belgorod regions.
