The government proposed to ban the purchase of foreign products under the state order in the presence of domestic analogues. The measure to strengthen import substitution should also apply to purchases from a single supplier, Kommersant reports, citing the responses of ministries and federal departments to the relevant draft resolution.
Now, within the framework of a state order, purchases from a single supplier can be carried out in accordance with a decree or order of the president, as well as a decree or order of the government on behalf of the president. There are currently no restrictions on the purchase of foreign products from a single supplier.
As the newspaper writes, back in April, Deputy Prime Minister Yuri Borisov instructed the Ministry of Finance to prepare amendments to the mechanism of non-competitive procurement for state needs, which accounts for a significant share of government orders. The Ministry proposed supplementing the regulations with information on the country of origin of the purchased goods.

“The proposal to determine the sole supplier will be supplemented with the number of the registry entry in the register of domestic industrial or radio-electronic products, in the case of the purchase of foreign products, with a justification for the impossibility of purchasing Russian goods,” the report says.
