Leninsky District Court of Perm did not agree with the decision of the Magistrate of Precinct No. 5 on the administrative punishment of Vyacheslav Torchinsky. The Chamber of Control and Accounts (CAC) of the Perm Territory checked the spending of budget funds allocated by the Center for the Implementation of Cultural Projects for 2019-2020. According to the inspectors, the Minister of Culture Torchinsky committed an offense. The agreement concluded in 2019 to provide the Center with a subsidy for the provision of public services in the amount of 163.5 million rubles was changed - with a reduction in funding to 158.1 million rubles (by 5.4 million rubles). At the same time, the transfer of five tranches in the total amount of 1.28 million rubles was made in violation of the due date. The ministry provided money at the request of a state institution with a delay of 11 days.

According to the protocol, the head of the cultural department "violated the procedure for financial support for the implementation of the state task in terms of the timing of the provision of subsidies to the institution." Torchinsky admitted his guilt and repented. The official explained the violation by a short period of time in office (since April 2018 - author's note) and said that there was no intent to harm "legally protected interests."

Married Governor

Governor of the Perm Territory Dmitry Makhonin registered the marriage. The wedding ceremony took place on August 21st. This is reported by Kommersant-Prikamye with reference to the press secretary of the governor.

Before the official registration of marriage, for many years Makhonin lived with his current wife in an unofficial marriage. The family has several children.
