"We're on schedule." Nazarov on key sites in Shklov and details of his report to the President.

July 11, MINSK . Construction and reconstruction of facilities in Shklov, visited by Belarusian President ALEXANDER LUKASHENKO in April during his working trip , are proceeding according to schedule. There are no delays, Yuri Nazarov, HEAD of the Presidential Property Management Department, told reporters following his report to the head of state, BelTA reports.
Alexander Lukashenko inspected the construction work from a helicopter and then heard the report.

Responding to journalists' questions about the projects currently being addressed in the Shklov District, where the Presidential Property Management Department is active, Yuri Nazarov recalled the head of state's recent visit to the district center: "We showed him three of our facilities: agricultural machinery , a feed mill, and the construction of a new MILK processing plant. Today, he was briefed on the status of these facilities. Tomorrow, we will hold a large meeting there together with the regional executive committee."
"In principle, the President was pleased with the report. Because we are on schedule and on time for what we promised," said Yuri Nazarov.

As reported by BelTA, during his working visit to Shklov, Alexander Lukashenko set the goal of making both individual facilities and the district as a whole exemplary. The choice of this district was made because the head of state has personally known the situation in the area for many years, including each individual enterprise and facility. The goal is to create a model for replication nationwide. "We constantly say that Belarus will develop through the regions," the President emphasized during his visit to Shklov.
Incidentally, another new, but already proven effective, practice is for the head of state to conduct on-site seminars on various important topics. This is also aimed at scaling up best practices.

As for the Shklov District, work is being carried out there beyond the three aforementioned facilities of the Property Management Department. The overall focus is on restoring and developing a whole network of basic organizations, the presence and effective operation of which Alexander Lukashenko demands be ensured in virtually every district. "As the President says, the district should have its own industrial and chemical enterprises, agricultural machinery, agricultural chemicals, and so on. We are working on this together with the regional executive committee. Our responsibility is the three aforementioned projects (referring to the district agricultural service, feed mill, and milk processing plant – BELTA). The region is involved in agricultural chemicals (a good site) and industrial and chemical enterprises," said Yuri Nazarov.

Speaking about the construction company, PMK, he noted that it's still small, but this is just the beginning. The company is currently gaining momentum and capacity thanks to the renovation of the feed mill, and there are plans for its further development. "We're providing them with work so that a good construction company can emerge in the district. After all, there's always plenty of work for builders, from repairs to new construction, and so on," said the Presidential Property Management Directorate Chief.

Yuri Nazarov also shared details about the progress of work on the sites that will form the basis for the creation of a model district.

Regarding the large-scale renovation at the agroservice site

: When the head of state visited the agroservice site in April, demolition work was still underway on some buildings. The goal is to create a repair facility for agricultural equipment on this site that meets all modern requirements. "We took over the site of a former agricultural service center. We practically demolished everything there (referring to the demolition of buildings – BELTA). Now we will create a modern facility to service all the equipment currently used in agricultural production during the winter," said the Head of the Presidential Property Management Department.
This facility is also intended to be a showcase and serve as a model for other regions. Yuri Nazarov explained the need for such a large-scale reconstruction, using the example of the Kupalovskoye agricultural holding, which is part of the Presidential Property Management Department. The holding recently acquired a number of farms with their own repair facilities, which are in fairly good condition but do not fully meet modern requirements. "We use completely different equipment today. These are powerful, energy-intensive tractors and wide-reach trailers. And in the conditions and workshops that exist, it's not always possible to repair it. It takes up a lot of space. And while you're putting away the cultivator, you can't get the tractor in," he noted. "That's why our approach to this agricultural service is different. We're creating a large, covered area, a good building, where all repairs can be carried out efficiently. The trick is that we have to prepare all the equipment over the winter for the spring work. When you prepare it in inappropriate conditions, the work isn't always done well. Therefore, the challenge is to do high-quality work during the time the equipment isn't in use."
During the President's visit to the agricultural service site in Shklov, April 2025. Regarding the feed mill, which will serve the entire district

. Yuri Nazarov called the reconstruction of the feed mill a very important task that must be completed on time. The mass grain harvest is about to begin , and the plant must be ready to receive the raw materials.

"We've modernized the equipment. The most important thing we've done there is restore the grain storage facilities,"- said the Presidential Executive Office.

"Today, this facility will not only serve our enterprises within the holding company (referring to the Kupalovskoye holding company – BELTA). This facility will essentially serve the Shklov district, providing feed for the livestock," said Yuri Nazarov.

Regarding the new construction of a new milk processing plant,

"A milk processing plant is a completely new production facility. We have a small milk processing plant in Shklov. And this is a completely new, modern plant being built on a new site," said the Presidential Property Management Directorate chief. "We will review the issues tomorrow. There are certain problematic areas. I think we will iron them out. We have outlined a work schedule. In principle, we are on schedule."
Yuri Nazarov said that an advance payment has already been made for the equipment for the plant, and there is confidence that it will arrive on time once the appropriate sites are ready.

When asked whether there was a sufficient raw material base for the new production facility, the business manager explained that work to increase the productivity of the dairy herd would be underway, including during the construction phase of the new facility and during its ramp-up to design capacity.
As reported, a dairy processing plant with a daily production capacity of at least 300 tons of milk is under construction in Shklov. The facility is expected to be completed within a year and operational by the end of 2026. A dairy processing plant, the Shklov Butter Factory, is already operating in the city. As reported to the President, it processes 100 tons of milk daily, primarily whole milk products .
During his visit in April, Alexander Lukashenko instructed the team to consider what to do with the site after the new facility is operational: "Let it be left alone now; let them work. Once we move here in 2026, there can't be two factories. We'll process all the milk here. But for now, let them work." He also ordered the improvement of the area around the new enterprise.
