MINSK . Mandatory marking of carsharing vehicles is planned to be introduced in Belarus, Sergei Babich,
HEAD of the State Automobile Inspectorate of the Main Directorate of Internal Affairs of the Minsk City Executive Committee, told journalists, a BELTA correspondent reports.
Today, an extended meeting of the Standing Committee on Industry, Energy, Transport, Communications and Digital Development of the House of Representatives was held on the issue of legal regulation of the provision of short-term vehicle rental services (car sharing). Belarus , held on June 25 in the House of Representatives, gaps in legal regulation were identified in the provision of short-term vehicle rental services, the so-called car sharing. This also applies to the sharing of personal mobility vehicles - bicycles and electric scooters.
Currently, in the Republic of Belarus there is no legal act regulating the procedure for interaction between car sharing organizations and users, and therefore their relations are regulated by the provisions of the Civil Code, which do not fully reflect the specifics of the so-called per-minute car rental. In this regard, each sharing company adheres to its own policy when interacting with citizens.
it is difficult for an ordinary user to understand all the intricacies and differences in the operating systems of such organizations, the variability of the fines and other penalties for improper use of a car.
"Currently, such a type of service as car and scooter sharing is very widely developed, which is not fully regulated by current legislation, which requires adjustment. This should concern both the procedure for concluding contracts and control over their use and, in general, ensuring road safety rules," said Sergei Babich. "This will also directly affect the designation of these vehicles so that they can be identified in the flow, as well as legal regulation and the responsibility of those officials who provide the service in this area."
According to him, this is due to the large number of violations identified among sharing users. "For example, in terms of driving a vehicle in a state
ALCOHOL intoxication . About 10% of all identified violators in the field of driving a vehicle while intoxicated this year were these owners. This includes driving a vehicle of a sharing company by persons who do not have the right to drive. Including such facts that were committed repeatedly," the head of the department noted.
"In accordance with the traffic regulations, applying any stickers to a vehicle is prohibited. However, we see that vehicles that are marked with a certain color scheme show their affiliation with a certain sharing company. This allows traffic police officers to single them out from the flow during their service, stop them, check the procedure for their use, the condition of the driver and the presence of a driver's license. And this will greatly facilitate the work in terms of ensuring road safety," Sergei Babich specified.
