This is due to an increase in the number of inspections of cargo from EAEU countries by Kazakhstani customs. They have tightened controls over the processing of waybills and the transportation of certain categories of goods. The longest delays—up to 72 hours—occur when inspecting trucks carrying goods from different shippers.
The situation is exacerbated by a shortage of lanes, access roads, parking, and refreshment facilities at checkpoints, as well as failures in the electronic queuing system, which are causing carriers to lose reserved spots.
In June, the Kazakh Ministry of Finance proposed amendments to border crossing regulations for freight vehicles. These amendments include account blocking for inaccurate data or failure to use designated slots, as well as the deduction of a "monetary guarantee" to the budget if a vehicle fails to appear more than once within 90 days.
