January 23, MINSK. The bill "On changing laws on compulsory treatment and medical and social readaptation" will be considered in the first reading at a session of the House of Representatives on January 25, BelTA learned from Svetlana Odintsova, a member of the Standing Commission on HEALTH, Physical Culture, Family and Youth Policy of the House of Representatives.

"The bill was submitted to the House of Representatives on November 15, 2022. All interested parties participated in its discussion. First of all, the Ministry of Health, the Ministry of Internal Affairs, representatives of the legal department and the deputy corps. In the regions, the bill was discussed with interested services, all questions received were sent to the commission "We will consider all comments and proposals. But in general, they do not affect the concept of the bill, but will be further studied, finalized and, if necessary, amended by the bill. We will consider it in the first reading on January 25," said Svetlana Odintsova.

According to the draft law, the contingent of persons sent to LTPs is changing. "Thus, citizens who were brought to administrative responsibility two or more times during the year for committing administrative offenses while intoxicated are sent to medical and labor dispensaries.who were issued a warning and within a year they were again held accountable for an administrative offense while intoxicated. A new category appears - citizens who came to healthcare organizations to provide medical care in connection with poisoning caused by the consumption of narcotic drugs, psychotropic substances and their analogues, toxic or other intoxicating substances. They were warned about the possibility of being sent to LTP, but this was repeated again during the year, and the addiction syndrome was confirmed for them, - the deputy noted. - This is a preventive measure to help a person. If a person first entered, for example, in a state of drug poisoning, this is the moment to send him for treatment at an early stage. Then the possibility of returning to normal life is very high. And in this way it will help both families who are faced with this problem, and the children who are in these families. This is called medical and social readaptation - as if to see life through the prism of ordinary life needs: work, family, and so on.

At the same time, citizens who have not reached the age of 18 are not subject to referral to medical and labor dispensaries; citizens who have reached the generally established retirement age; pregnant women; women who are raising children under the age of one year; disabled people of the first and second groups and citizens who have a disease that prevents them from being in LTP.
