
This year, farmers, agricultural consumer cooperatives and owners of personal farmsteads in the region will receive 1.4 billion rubles from the federal and regional budgets. The funds will be distributed for grants and subsidies in 22 areas.
Zonal seminars on state support for small businesses were held in the region. Specialists from the Ministry of Agriculture of the region told the villagers about innovations in state aid, the selection schedule, the preparation of documents for competitions and their provision in electronic form.
“This year, the structure of the regional state program for agricultural development has changed, but this has not affected the number of areas of state support and the amount of financing for small agricultural producers - they are still significant. Most of the measures that have already proven themselves will continue to operate; in some areas, the mechanisms for providing state assistance will change, as in the case of the “Family Farm” program, in addition, several new measures will appear. The goal of state support is unchanged - increasing the incomes and quality of life of villagers,” noted Marina Zamyatina, HEAD of the department for the development of small businesses and property relations of the Ministry of Agriculture of the Territory.
Starting this year, family farms can qualify for development subsidies. Previously, government support was provided in the form of grants. Applicants will be reimbursed 60% of the costs, but not more than 20 million rubles, for equipment purchased for agricultural production, machinery and special vehicles, farm animals and poultry, as well as snowmobiles for the Far North and equivalent territories.
Another new direction for the region is the “Agrotourism” grant. Projects in this area are selected by the Russian Ministry of Agriculture . State support ranges from 3 to 10 million rubles, depending on the amount of co-financing of the project by the competitor.
Experts also reported on changes in the grant program for the development of the material and technical base of agricultural cooperatives. Starting this year, for cooperatives operating for less than a year, the amount of state support will be up to 10 million rubles. Contestants must invest 20% of their own money in their plans. Cooperatives operating for more than a year can receive up to 50 million rubles, but not less than 5 million rubles. The amount of co-financing of the program for them has not changed – 40%.
Under the national project “Small and Medium Enterprises,” beginning farmers can continue to count on AgroStartup grants, and agricultural cooperatives can count on subsidies to compensate for part of the costs of purchasing property, machinery, equipment, farm animals, and purchasing agricultural products from shareholders.
Self-employed owners of private farms can also receive state support in the region - regional grants of up to 2 million rubles are provided for them. From this year moneycan be used not only for potato and vegetable growing, but also for breeding goats and sheep, poultry and bees. The list of directions has been expanded at the initiative of the Governor of the region, Mikhail Kotyukov.
In addition, starting this year, self-employed owners of personal farmsteads will be reimbursed for part of the costs of producing potatoes and vegetables in open ground. To do this, it is necessary to confirm the costs of growing and marketing agricultural products.
“Application for subsidies and grants will be accepted only electronically on the AIC Subsidy 24 platform,” summed up Marina Zamyatina.
