Trading networks often abuse their monopoly position by imposing unfavorable terms of cooperation on an agricultural producer or processor. This was reported on the VAR website.

In particular, supermarkets unreasonably postpone payments for products received. Often the manufacturer is forced to wait for money for his product for 90 or even 120 days, which leads to a constant shortage of working capital for him. For retail chains, in turn, these funds become an interest-free loan, which they use for the time they need. Supermarkets also impose additional marketing, logistics and other services on producers, the cost of which is set unilaterally by the retail chain, and the services themselves are often or not provided, or they are overpriced. In addition, the risks associated with the return of unsold products also fall on the shoulders of the manufacturer - he is forced to take it at his own expense, and in case of violation he also receives a fine.

Draft Law No. 6155 equalizes the terms of cooperation between manufacturers and retail chains. His rules:

establish deadlines for payment to the supplier for the delivered products from 10 to 60 days, depending on the expiration date. And also - the responsibility of the buyer (trade networks) for their violation (following the rules of the EU countries) limit the maximum cost of trade services (marketing, logistics, etc.) that the retail chain provides to the food supplier establish basic requirements for food supply contracts .

At the same time, the draft law is balanced and will protect the interests of not only product suppliers, but also buyers (retail chains), because most of the norms are aimed precisely at equalizing their “market power”.
