In St. Petersburg, the Mercury system has revealed gross violations of veterinary legislation

In Saint-Petersburg, thanks to the Mercury system, gross violations of veterinary legislation were revealed during the inspection by the regional ROSSELKHOZNADZOR of OOO Spektr.

 

 

The company is engaged in the import of dried dairy products, as well as the supply of dried dairy products from the Republic of Belarus with storage and subsequent sale, transit supplies of liquid dairy products in St. Petersburg.

 

In the course of the inspection the fact of discrepancy between the volumes of incoming and outgoing products was confirmed, which was revealed earlier with the help of FGIS "Mercury", moved according to the veterinary accompanying documents. The outgoing volume of dry whey was several times higher than the amount of products delivered to the enterprise. In addition, VSD, issued in the Bryansk region, was extinguished on the territory of the organization in St. Petersburg within one minute after their issue. [ADD-3]

 

Such registration of VSD does not provide traceability of controlled goods, which is a violation of the rules of operation of FGIS "Mercury", approved by the Decree of the Government of the Russian Federation.

 

The Rosselkhoznadzor Directorate has initiated administrative proceedings against the legal entity and the debtor, Spectrum LLC. The person authorized to work in Mercury is blocked.

 

In addition, thanks to the Mercury system, in May-June the department's specialists recorded the facts of Nisha LLC's deliveries of dried MILK from Udmurtia via St. Petersburg to Mordovia, while the extinguishing and execution of veterinary accompanying documents was carried out within the time limits that do not correspond to reality.

 

"Mercury allows for wider and more rapid application of countermeasures to "phantom companies". As part of the federal monitoring, dairy products were sampled in one of the military units of the Leningrad Region. Laboratory tests showed the presence of vegetable oils and vegetable fats in dairy products (sour cream, 20% fat mass fraction). Thus, the EEU technical regulation "On the Safety of Milk and Dairy Products" was violated. The Rosselkhoznadzor Department carried out on-site inspections of the manufacturer.

The Rosselkhoznadzor Department sent appeals to the Department of the Federal Tax Service for St. Petersburg, the Department of Economic Security and Anti-Corruption of the Main Department of the Ministry of Internal Affairs of the Russian Federation for St. Petersburg and the Leningrad Region to take action within the scope of their powers. [ADD-2]

 

Synchronization of data on the movement of imported and domestic products to Mercury allowed Rosselkhoznadzor officials to record the movement of 200 kg of black Uruguayan caviar to Astrakhan, which positions itself as the largest producer of fish and caviar products made of domestic raw materials. The relevant information was sent to the Rosselkhoznadzor Directorate of this entity for taking measures.
