Implementation of the state program on energy saving, resource efficiency and environmental management

Topic news

The leadership of the Department for Energy Efficiency , representatives of the leadership of the energy, agricultural and industrial sectors told about this at a press conference "Sustainable energy use and resource saving as a driver of economic development", timed to coincide with the start of the 7th stage of the competition "Leader of Energy Efficiency of the Republic of Belarus".

On approval of the state program "Energy Saving" for 2021–2025

Mikhail Malashenko , Deputy Chairman of the State Standard - Director of the Energy Efficiency Department, said:

– The global tasks in the period up to 2025 are in many ways comparable to the tasks implemented in the previous five years: reducing the import of hydrocarbon fuels, switching to the use of local fuels, integrating a nuclear power plant into the state power grid, developing the renewable energy sector, etc.

Together, the achievement of the established plans will reduce the energy intensity of the gross domestic product by about 7% compared to the level of 2020. And the full-fledged work of the Belarusian NPP will make it possible to approve the share of local fuel and energy resources at the same level. To do this, it is necessary to put into operation about 89 biofuel and peat energy sources with a total thermal capacity of 491 MW. Thus, by 2022 the share of local fuel and energy resources in the housing and communal services system will exceed 52% (+8%). And by 2025, the country's general electrification may approach its peak value. To this end, a program has been developed for the use of electrical energy in multi-apartment housing stock for heating, hot water supply and food preparation. The document implies that in new areas, where the development is remote from heating mains and energy sources with a power reserve, the heating of houses will be carried out by consuming electric energy. This will be possible thanks to the installation of direct heating electric boilers, as well as small and medium-sized energy sources using electric pumps.

Energy Efficiency Leader Competition: Main Priorities in 2021

Every year, the number of organizations participating in the competition is growing, and the coverage of specialized energy sectors is expanding. Alexander Patutin , Deputy Chairman of the Organizing Committee of the Competition and Head of the Business Media CPP, spoke about the main trends of the competition and new evaluation criteria :

– Within the framework of the "Leader of Energy Efficiency of the Republic of Belarus - 2021" competition, we hope to identify the main trends in the field of energy efficiency and resource saving, digitalization of the economy and the introduction of new technologies in existing energy processes, as well as identify significant measures aimed at their implementation. Alternative energy and ecology, which are important tools for attracting foreign investment, will not be left without attention.

"Green technologies and products" - a new nomination of the competition

An important component of the modern development of society is environmental friendliness. It has found and amplifies independent sounding in many spheres of the life of the state. Energy was no exception.

Mikhail Malashenko noted:

– In 2021, as part of the Energy Efficiency Leader competition, a new nomination was introduced - Green Technologies and Products. The theme of "clean" electricity in recent years has received special attention at the level of both public and private initiatives. For example, a number of projects have already been implemented in the Orsha region, where hot water supply during the non-heating period in multi-apartment housing stock is carried out through the use of renewable energy sources. Other equally interesting projects are on the way.

The criteria by which the expert commission will evaluate the projects submitted in the declared nomination include reduction of carbon intensity, environmental load, emissions of pollutants and greenhouse gases, reduction of waste volumes (per conventional person), overall reduction of waste, effluents, etc.

BelNPP and rational use of electricity

The commissioning of the first nuclear power plant is a historic event for Belarus. At the same time, the possibility of uninterrupted generation of electrical energy does not eliminate the need for its reasonable use.

“The Belarusian nuclear power plant should not be perceived as an uninterrupted source of energy that can be thoughtlessly spent,” Mikhail Malashenko explained . “New directions related to the commissioning of the BelNPP provide for the rational use of energy resources. This is stated in the energy saving program for the next five years. the point when conducting energy audits at enterprises will be the study of opportunities to increase the use of electrical energy with the involvement of modern energy-efficient technologies."

Energy saving in agriculture of the country

Natalya Puchilo, Head of the Energy Department of the Ministry of Agriculture and Food of the Republic of Belarus, spoke about energy saving in the agro-industrial complex of Belarus:

– In 2016–2020, the growth in the consumption of fuel and energy resources for the production of agricultural products amounted to about 105%. Of these, 75% is for boiler and furnace fuel, 25% for electricity and about 5% for thermal energy. If we consider the structure of energy consumption in the production / processing of agricultural products, then processing takes about 44%, and production - about 55%. In production, the largest share is occupied by milk and cereals. The largest share of specific energy consumption falls on the production of greenhouse vegetables.

At present, 20 biogas complexes with a total capacity of 22.2 MW have been built in organizations of the industrial complex through the implementation of basic energy saving measures. There are about 1.2 thousand grain dryers operating on local fuels, 3.8 thousand boiler units, and about 2 thousand heat recuperators have been introduced at dairy farms.

The main contribution of energy saving measures to the overall savings comes from the introduction of modern energy efficient technologies. Next in descending order are: optimization of heat supply, commissioning of generating equipment, introduction of lighting control systems, increasing the efficiency of boiler houses, increasing the thermal resistance of enclosing structures and preferring local fuels.

Over the coming five-year period, according to the state resource conservation program, it is planned to introduce energy-efficient automated technologies in the agricultural sector, which increase the efficiency of using existing technological processes in the livestock industry and crop production, production and processing of agricultural products. It also provides for the development of processing of animal waste and processing enterprises in order to obtain "clean" types of energy. Taking into account the technological and economic feasibility, it is planned to transfer heat and power equipment from natural gas to electricity.

Thus, the implementation of the above measures will allow us to reduce the cost of production by about 2% by 2025 and save fuel and energy resources in the amount of 35 thousand tons of standard fuel.

Energy priorities and energy audit in industry

A comprehensive survey of the enterprise to analyze the efficiency of its energy consumption is an integral part of today. The auditors' feasibility studies form the basis of programs and measures to reduce fuel and energy resources. This area is not without some difficulties, as Yury Makosko , an expert in the field of industrial energy and resource saving, spoke about:

– The energy saving system and the related legal policy gave a big impetus to the renewal of the fixed assets of enterprises – from technological equipment to financing models. At the same time, there are still some problems on the way to energy saving, which largely come down to the lack of simple solutions that lie on the surface. Often it is required to carry out serious expensive work, stretched out in time due to shortcomings in the legislative framework.

Which equipment supplier is possible as an analogue, how to link this or that solution with the existing technological equipment, how to timely and correctly assess costs, payback and transfer the necessary information to the work of designers - these and other issues are on the agenda today for everyone involved in implementation of energy saving measures in Belarus.

Energy-efficient and "electric" houses - a new trend in construction

The use of innovative materials and technologies in the construction of multi-apartment housing allows you to save all types of energy necessary for its full functioning. Belarusians have been able to appreciate the advantages of such structures for some time now. This became possible thanks to the activities of the PMC "Brestzhilstroy". The organization is engaged in the construction of multi-apartment (including energy-efficient) housing in the Republic of Belarus, is involved in the implementation of international projects. The company carries out a full cycle of works - from design to delivery of finished facilities on a turnkey basis. The plans include the development of low-rise prefabricated construction using modern technologies and materials. PMC "Brestzhilstroy" (general partner of the competition "Leader of Energy Efficiency of the Republic of Belarus"one of the first to draw attention to the fact that houses should be energy efficient.
