“Two years ago, at the suggestion from the localities, I supported the project of creating seven integration structures in the Vitebsk region. Then, with approximately the same composition, you swore to me and the whole country that this was the only way that could lead you to a good life. You are all remember, therefore, today the time has come (as I promised, first in the west, and then in the east) - we will consider the issues of the efficiency of the work of agro-industrial associations in our region," Alexander Lukashenko said

The HEAD of state recalled that two years have passed since the correction of the relevant documents, absolutely everything that the Vitebsk Regional Executive Committee asked for, the state has fulfilled. "And even more: they forgave, wrote off, gave deferrals, installments, opened special accounts, pay off interest and the like. It's time to ask for the result. The situation in the world and, of course, in our region is not easy. As for you, you seriously owe the country and I will say frankly: you must return the funds that have been invested in you and supported you," the President emphasized.

But, Alexander Lukashenko noted, the information from the government, the regional executive committee, controlling and supervisory bodies shows that the necessary parameters for the development of the agricultural association have not yet been reached. "Neither in the production part (harvest, feed, MEAT, MILK , loading of production), nor, most importantly, in the economic and financial (profit and profitability, EXPORT, debt service) did you come out. I consider this situation extremely abnormal, which in general for all associations last year there was a loss from sales," the Belarusian leader said.

The head of state stated that half of the organizations operate with negative profitability. Arrears have risen, intermediaries and schemes for multi-year advance payments from processors to inefficient farms are flourishing.

According to the President, there are also facts of wage delays for ordinary workers. “I warned you about this separately. And this is the last conversation on this score,” he warned.

The State Control Committee notes a high turnover of personnel in the agro-industrial complex of the Vitebsk region. Half of the managers have less than three years of work experience. “Your associations lack dozens of livestock specialists, agronomists, veterinarians and other necessary specialists. But we agreed that upon the merger, teams of specialists, especially veterinarians, would be created and they would serve the enterprises that are part of your integration associations,” Alexander Lukashenko reminded. - We will not solve the personnel issue, we will not solve the issues of production discipline and other types of discipline - we will not solve any problems.

The President emphasized that during the meeting it is necessary to deal with the current situation in detail, starting with organizational issues: the vertical of management, the role of the Vitebsk concern "Meat and Dairy Products", the participation of the Ministry of Agriculture and Food, the assignment to the chairmen of the district executive committees on personal responsibility for two or three of the weakest agricultural enterprises.

"What about the executive discipline in the implementation of those plans and programs that were developed and approved by the regional executive committee and the government itself? I did not interfere in this work and gave you all the powers you asked for. This was talked about a lot in the past, and in At the beginning of this year: powers, powers. You received them," the head of state said.

Heads of all organizations of the Glubokoe structure, directors of the associations themselves, regional and district chiefs were invited to the meeting. First of all, Alexander Lukashenko decided to listen to the governor of the Vitebsk region Alexander Subbotin. "The person is not new in this topic. The head of state asked the head of the department, Igor Brylo, to report on the personnel situation and the role of the Ministry of Agriculture in the development of the Vitebsk experiment.
